Meeting held in the Municipal Building in said Town of Estes Park on the 19th day of May, 2010. Commissioners: Attending: Also Attending: Absent: Chairman Newsom, Commissioners Blume, Halburnt, Little, White and Wilcocks Chairman Newsom, Commissioners Blume, Halburnt, Little, and Wilcocks EPURA Executive Director Richardson and Deputy Town Clerk Deats Commissioner White Chairman Newsom called the meeting to order at 8:00 a.m. COMMUNITY COMMENTS. None COMMISSIONER COMMENTS. None MINUTES. The minutes of the regular meeting held April 21, 2010, were approved. DISCUSSION ITEMS AND REPORTS. 1. Transfer of EPURA Easements to the Town of Estes Park - Due to the abolishment of EPURA, any property or easements held by EPURA must be transferred to the Town of Estes Park. Research shows that of 20 easements held by EPURA, all but four have been transferred to the Town of Estes Park. Paperwork to transfer the four remaining easements will be completed under the direction of Atty. Benedetti. 2. Status of Mural at Local Roots Co-Op - Atty. Benedetti is taking steps to have EPURA added to a creditor’s list for the Local Roots Co-Op in an attempt to recover funds granted to the organization for a mural at their former business location. It is Atty. Benedetti’s opinion that the likelihood of reimbursement through the courts is limited, and as a better course of action, suggested that staff work with former employees of the Co-Op to have the mural completed. 3. Cultural Arts Council (PACEPI Return of EPURA Grant Funds - CACEP received $5,000 from EPURA for improvements at their West Park Center location. Due to issues with an easement, they are unable to move forward with the project and have returned the funds to EPURA. The $5,000 will be deposited into the General Fund and utilized for the Grandstands Project. 4. Grandstands Project Update - Progress continues towards a June 14 completion date for the project. No new pay applications have been submitted by the general contractor since the last regular EPURA meeting. Upon conclusion of the project, final payment will be held until all punch-listed items are completed. Exec. Dir. Richardson noted that the date for the Grandstands grand opening ceremony has been changed and is now scheduled for noon on Wednesday, June 30, 2010. Finance Officer McFarland noted that EPURA has received $74,000 in tax increment financing (TIF) revenue since the beginning of 2010. Funds will be utilized to finalize reimbursements for the Fagade Improvement Program, which must be submitted by July 1, 2010, and for the completion of the Grandstands Project.
