Minutes of a Regular meeting of the ESTES PARK URBAN RENEWAL
AUTHORITY of the Town of Estes Park, Larimer County, Colorado.
Meeting held in the Municipal Building in said Town of Estes Park on
the 16th day of March, 2005.

Chairman Wasson called the meeting to order at 8:00 a.m.
Chairman Wasson expressed sympathy to Commissioner Repola’s family for the loss of
his wife’s father. He thanked former Commissioner Jarolimek for her service to the
Board and the community. John Ericson’s name has been forwarded to the Mayor for
his consideration as a Board member.
MINUTES.
The minutes of the regular meeting held February 16, 2005 were approved.
COMMUNITY COMMENTS.

COMMISSIONER COMMENTS.
None.
STAFF REPORT/PROJECTS.
Executive Director’s Report.
1. Riverspointe Downtown is progressing on schedule and should be finished by
Memorial Day.
2. Improvements are continuing at Paul Whyard’s Mountain Munchies located at
189 E. Riverside. The streetlight provided by EPURA is in place.
3. Reviewed EPURA’s public art policy which states EPURA does not accept
donations of public art and such donations shall be offered to the Town of Estes
Park.
4. Attending APA conference starting Friday, March 18th in San Francisco.
DISCUSSION OF HOME RULE .
Town Clerk Vickie O’Connor presented an overview of the Home Rule processes. At
their March 8th meeting, the Town Board of Trustees authorized Town Attorney White to
prepare an Ordinance initiating Home Rule. An election will be held August 2nd on
Home Rule, and if passed by the electors, a Charter Commission will be formed.
Commissioners will be elected at the August 2nd meeting. The completed Charter would
go before the electors at the regularly scheduled Municipal election in April 2006.
Commissioner Little stated the League of Women Voters has been studying Home Rule

and held a meeting on February 9th. Estes Park is currently a statutory community. In
Colorado approximately 92% of residents live in municipalities governed by Home Rule.
The Home Rule Charter should be difficult to amend. The nature of the Charter is the
key to Home Rule success.
Citing State Statute 24-6-402(4)(d) C.R.S.. for the purpose of determining positions
relative to matters that may be subject to negotiations, developing strategy for
negotiations, and instruction of negotiators, it was moved and seconded
(SwankAA/iicocks) EPURA enter Executive Session to discuss the item identified,
and it passed unanimously.
Whereupon Chairman Wasson adjourned the regular meeting to the Executive Session
at 8:25 a.m.
Chairman Wasson stated he will be out of town next month and Vice-Chairman Swank
will preside over April 20, 2005 meeting.
