Meeting held in the Municipal Building in said Town of Estes Park on the 16th day of November, 2005. Smith, Town Clerk Williamson None Chairman called the meeting to order at 8:00 a.m. COMMUNITY COIVIIVIENTS, None. COMMISSIONER COMMENTS None. MINUTES. The minutes of the regular meeting held October 19, 2005 were approved. RIVERSPOINTE DOWNTOWN CONDOMINIUM UNIT E- UPDATE Eric Blackhurst/Anderson Realty commented EPURA would take ownership of the Riverspointe Downtovyn Condominium Unit E at the closing scheduled for November ^^eve Lane/Basis Architecture is working on completing a new condominium map dividing the space into 4 condominium units. Mr. Blackhurst stated he has had 2 showings of the property to date. An aggressive advertising/marketing program will ensue with the closing of the property. Currently the condominium has been advertised locally, along the Front Range and placed on the MLS. He recommended that the condominium be left in its current state (one large unit) until a firm buyer has been Identified. STAFF REPORT/PROJECTS Executive Director’s Report. 1. Riverspointe Downtown improvements are complete including the replacement of the broken pavers. The Police Dept, concluded a Cornerstone Engineering and Construction sub-contractor was partially responsible for the broken pavers; therefore, they have reimbursed EPURA $4,500. A traffic engineer has been contacted to review the potential Cleave Street improvements and advise on effects on the greater traffic circulation system. The annual retreat has been tentatively set for February 15th at the Rocky Mountain Nature Association pending assurance that all Commissioners can attend. 2. 3. PROPOSED BUDGET FISCAL YEAR 2006 Director Smith reviewed the proposed budget for 2006 that includes $200,000 for operations. Legal fees for 2006 are double with the anticipation of upcoming work relative to the continuation of EPURA past 2008. Chairman Wasson stated a public notice has been published for the adoption of the 2006 budget at the December 21, RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - November 16, 2005 - Page 2 2005 meeting. SUNRISE ROTARY PRESENTATION - REPORT. Chairman Wasson and Dir. Smith presented an overview of EPURA accomplishments, projects and financing to the Sunrise Rotary. PLANNING FOR THE WIEST PLAZA RIVERWALK CONNECTION - PROGRESS REPORT. Chairman Wasson and Dir. Smith met with DSW to coordinate planning efforts for the west-end corridor of the riverwalk (Moraine/Wiest). Staff will invite all property owners and businesses to a planning meeting this winter to obtain input on the concept plans and follow this meeting with 1 or 2 neighborhood meetings. Construction is anticipated to begin the fall of 2006. It was agreed that copies of the proposed plans would be mailed to those property owners that are not local or are not able to attend the meetings.
