The note was signed only with initials and was an idea that had already been expressed at the workshop held June 13, 1984. Chairman Phares also read a letter addressed to the EPURA from Rowland Retrum and which had previously been published in the Estes Park Trail Gazette regarding development of the Stanley Hotel area. OLD BUSINESS; Streetscape Project Status Report - Russell Moore Russell Moore was not present. Social Security - Reconsideration of Motion Made at URA Board Meeting April 4, 1984 The feeling of the Board was split (2-2) and it was decided to take this matter up at the next Board Meeting on July 5, 1984. NEW BUSINESS; Resolution No. 20 - Adoption of Revised 1984 Budget On advice of the Board's attorney, this requires a public hearing and can be held at our July 5 Board Meeting at a published time. Upon receipt of the proposed Resolution from Windholz, Secretary Heifner will contact the Estes Park Trail Gazette the week of June 25, 1984 and it will be published at least once that week. Motion - Phase II Streetscape Project Per a memo to the URA Board from Executive Director Cole, attorney Windholz has indicated that the URA can extend the existing DSW contract through the work release provision. It was moved and seconded (Anderson- Pohl) that we engage the services of Design Studios West, Inc. to proceed with Phase II of the Streetscape Project including necessary preliminary survey work, some of which has already been completed. Motion carried. COMMITTEES; Streetscape Construction Committee - Anderson Commissioner Anderson stated that we still do not hav® but they are on the way and were supposed to+_be5J;n yesterday (Bob Dekker came into the meeting to state that ten (10) lig had iust arrived). It was determined to install them on the south S1^e La Len the north side of West Elkhorn. The balance of the should be shipped into Estes by the end of June. We have n? ' on the signs. The information kiosk for the north side of West Elkhorn was supposed to have been shipped and installed two weeks ago. Traffic Circulation Committee - Pauley Commissioner Pauley referred to the Public Workshop on the One-Way Traffic Loop held June 13. A number of comments, pro and con,^were received an some very good suggestions were also made. Although there seems t° overwhelming support for the one-way loop idea, the majority of people realize that we have to do something and maybe the loop is the on y solution. Pauley expressed another idea which he had discussed with Bauman. Coming down the hill toward Rockwell, there could be a sign saying Altern Eastbound Route (with an arrow). It would allow the people coming thethill<^to°take the Alternate Route (Rockwell to Riverside to Elkhorn) . By so doing and by rearranging the stop signs, you would have a path tLt could carry you all the way to Elkhorn without any stops. The only stop necessary, at that point, would be to allow pedestrians to move — it could be a go 80% of the time. Bauman seemed to feel this idea had merit. Commissioner Anderson suggested we ask Keith Phillips to approach Mountain Bell regarding their property at the corner of Rockwell and Moraine. Chairman Phares will contact Keith Phillips. Pauley suggested we wait for Bauman to come back and then hold another workshop, but that it might be well to go ahead and check with Mountain Bell, as the more information we have, the better able we are to make a decision quickly. STAFF; Storefront Renovation - Steve Cash Cash has been doing a series of sketches for sections of the Town such as the Hupp Hotel and Alpine Pharmacy buildings that could be combined together. Cole had suggested to Cash that he work on getting the guide- liLs together, so. Cash is taking those sketches he has drawn to develop guidelines, insofar as appropriate build:Lng.^J^gJj^J:rhetc signs work with the buildings, use of awnings, 1- Cash will have the written guidelines ready in typed form in a few weeks these will be merely suggestions, not mandatory. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority June 20, 1984 - Page 4 Dwayne Herman requested more trash receptacles on the north side of West Elkhorn. They have one trash receptacle west of the Church Shops to the river. There are fifteen shops in that area, four of which serve food to go. The one receptacle overruns almost every day and on the weekends, it overruns seriously. People end up throwing their trash into the planters, under the benches and in flower boxes. On the other side of the street in this same area, there are five stores, none of which serve food, and there are three trash receptacles. Commissioner Anderson said he would talk with Rich Widmer about possibly having them emptied more frequently. Commissioner Pauley suggested we ask the carryout food establishments to help since they create a great amount of the trash problem. It was suggested we order at least two more trash receptacles and use the old ones temporarily until the new receptacles arrive. Herman questioned whether they were going to do anything on the west side of the area under construction at Riverfront Park. This area was badly torn up during the flood. Chairman Phares stated that the Town has jurisdiction over this area and Riverfront Park is their project, but EPURA will refer Herman's concern to the Town and also suggested that Herman talk with Rich Widmer.
