held on the 28th day of March, 1967* in the Tovm Hall at 3:00 P.M,
Present: Harry Miles, Chairman, R,C, Brodie, Carl Swanson, Chas, Hix, Howard Stewart,

This meeting called for the purpose of discussing the possibility of additional
Planning Programs for the Town of Estes Park, At the invitation of the Commission
seven members of the Area Development Committee of the Chamber of Commerce, attended
the meeting, |
Mr, Trafton Bean reviewed the Planning Program completed by the Town in 1957,
and discussed with the Commission and the Committee, the most important phases of
Planning that should be reviewed and updated at this time. These included,
Downtown Development, vehicle and pedestrian traffic, public landscaping and
Zoning, Following detail discussion and the Committee being in agreement, Chas,
Hix moved that this Commission recommend that the Town Board proceed on a No, 1
phase of Planning, that being. Downtown Development, Howard Stewart seconded the
motion. Upon roll call said motion unanimously carried,
Mr, Bean then explained the current status of Federal Aid money available for
Planning, He stated that he had vrorked with many communities that used the Federal
Aid program and with many communities that elected not to use the Federal Aid,
Under approved programs and when money is available. Federal Aid furnishes two—thxrds
of the cost of the project. There are many objectionable features to the Federal
program, including Federal control, delay, surveys^ mapping, red tape and many
costs that are not ordinarly encountered without Federal Aid, It was Mr, Beans*
opinion that if Federal money should be available, it would take at least one year
to process and approve the application. After discussion, in spite of the objections,
but because of the two-thirds grant that might eventually be available, Howard Stewart
moved that the Commission recommend that the Town Board at least consider the
possibility of Federal Aid, Chas. Hix seconded the motion. Upon roll call said
motion unanimously carried.
There being no further business, the meeting adjourned.
