Staff is recommending all salary increases for 1999 be merit- based, with all employees eligible for up to a 5% increase based on performance. The "framework" for merit awards will be: Performance Review Rating Above Standard Standard Below Standard Merit Increase 1.5-5% 1.5% 0% The 1999 Pay Plan includes the following: Police. Some pay grade adjustments need to be made for police officers to bring them more into line with the market. Although the pay of all sworn officers (except the chief) was increased 5% in addition to their merit increase in 1998, the data shows the salary ranges have actually declined in pay range comparisons from last year. Staff recommends the following: 1. 2. 3. 4 . 5. Create a Police Officer III position as Grade 16-Regrade Police Corporal and Police Investigator positions from Grade 16 to Grade 17. Create a Community Resource Officer position as Grade 17. Regrade Police Sergeant position from Grade 18 to Grade 19. Regrade Police Administrative Lieutenant and Operations Lieutenant positions from Grade 20 to 21. 6. Regrade Police Captain position from Grade 21 to Grade 23. No new personnel are proposed as a result of these recommendations. The cost of these recommendations is estimated at 0.5% of payroll. Administrative. Review of CML and other data indicates a need to regrade The Special Events Director, Museum Director, and Town Clerk. The grades should be changed from Grade 18 to Grade 20. The cost is estimated at 0.3% of payroll. However, past history of using the merit system indicates the final number will be closer to 4.8%. Five percent is in the budget for pay adj ustments. Discussion followed on importance of keeping seasoned police officers, salaries vs. housing costs. PUBLIC COMMENT None. There being no further business.
