Chairman Gunn called the regular meeting to order at 8:00 a.m.
MINUTES
The minutes of the April 10, 1996 meeting were accepted as presented.
TREASURER/FINANCIAL REPORT
Director Anderson reviewed the financial reports ending March 30,
1996. The Comparison of the Sales Tax Collections tabulation in the
urban renewal area was distributed.
STAFF REPORT AND COMMUNICATIONS
Director Anderson reported on his attendance at the Rocky Mountain
Land Use Conference. Chairman Gunn suggested several topics from
this report be included in the EPURA Retreat agenda, such as
balancing growth, lower income families, design review, etc.
Photographs of the National Bighorn Sheep Center in DuBois, Wyoming
were presented.

orders were submitted for the Moraine Avenue Parking Lot:

It was moved and seconded (Putney-Swank) the change orders as
presented for the Moraine Avenue Parking Lot construction, totaling
$5,453.00, be approved, and it passed unanimously.
Resolution No. 244, Selection of Engineering Company for Design of
Municipal Parking Lot Construction: Director Anderson noted that
during the interview with each consulting firm, the scope of the
hydrology study was modified and each firm was requested to resubmit
a new cost estimate. The new bids are as follows:

The low bidder after adjustment and addition of site observation is
Van^ Horn Engineering. Since the relative costs have remained
equivalent, the Resolution uses the original bid prices. Director
Anderson read the resolution. It was moved and seconded (Wasson-
Putney) that Resolution No. 244 be approved, and it passed
unanimously. Chairman Gunn thanked Public Works Director Linnane for
his_ time and effort during the interview process. Van Horn
Engineering also submitted a proposal to act as construction manager
for this project . It^ was moved and seconded (Klaphake-Martin) that
the Van Horn Engineering proposal for construction management of the
Parking Lot be accepted at this time pending a final
decision whether to use Construction Management when the project is
ready for bid, and it passed unanimously.
Presentation of Sign Graphics, Spencer Nickel, DSW: Spencer Nickel,
DSW, presented three designs for the on-going downtown parking
directional signs. The illustrations included a small village scene
snow-capped peaks, columbine, and wildlife. Mr. Nickel requested
input on the size, the use of color versus black and white, and the
proportion of the various facets to eachother. After discussion, Mr
Nickel was instructed to make the following changes: decrease the
size and number of columbines to three, include the elk with the
antlers that lead into the lettering in the words "Estes Park", drop
the big horn sheep and replace with a pine tree similar to the one
