Claire Ray/Applicants, EPURA Executive Director Anderson, Deputy Clerk Heifner Commissioner Godbolt Chairman Pauley called the meeting to order at 8:31 A.M. MINUTES: Minutes of the July 18, 1991 regular meeting were approved as prepared. COMMUNICATIONS: Director Anderson acknowledged receipt of a July 17, 1991 letter from Rocky Mountain National Park Tours, Ltd. with reference to supplying transportation between the Municipal Building and the Factory Outlet Stores. Director Anderson noted the reguest is premature and, according to the terms of the Town/EPURA Intergovernmental Agreement, the Town will address future transportation concerns. COMMITTEES: Development - It was moved and seconded (Pohl-Swank) the July 25, 1991 Development Committee minutes be accepted into the record. LIAISON: Commissioner Klaphake urged all present to vote on August 6, 1991. AUTHORITY BUSINESS: Development Review - Pink Canopy Restaurant - Lot 5. and portions of Lots 4 & 6, Block 1, Second Amended Plat of the Town of Estes Park, Colorado - Chairman Pauley declared the public hearing open. Roger Thorp/Thorp Associates reviewed the Applicants' Statement of Intent which proposes to remodel the existing structure for restaurant dining with an addition to the rear of the structure to accommodate a new kitchen facility, dry storage area, office space, and additional parking. Several special elements are involved in the overall design of the site, including handicapped ramps from the back, and a protective walk canopy from the existing entry of the structure to within eight feet of the property line next to the street. Outdoor seating is also planned. The new restaurant facility is expected to utilize the existing architectural features of the present building. Staff noted streetscape amenities will not be installed until a comprehensive plan for the entire area is developed. Hearing no further comment in favor of or in opposition to the proposed development. Chairman Pauley declared the public hearing closed. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - August 1, 1991 - Page 2 Commissioner Pohl clarified that the Town will address items such as outdoor seating and the proposed canopy, whereupon it was moved and seconded (Pohl-Klaphake) the Pink Canopy Restaurant proposed development be found in compliance with the Downtown Redevelopment Program (Plan), and it passed unanimously. STAFF; Director Anderson stated the Conference Center has received a Certificate of Completion. The Conference Center grand opening is scheduled for August 24, 1991. There being no further business to come before the Board, and by a unanimous roll call vote of those present, the Board adjourned to Executive Session to discuss potential property acquisition and negotiation strategy at 8:50 A.M.
