Richard Putney, Treasurer/Forward Estes Park Foundation read an October 24, 1990 letter from the Foundation addressed to the Town Trustees, Planning Commission, and Urban Renewal Authority. The letter strongly supports the factory outlet retail development by Stanley Commercial Development, LTD. Hearing no further comment. Chairman Pauley declared the public hearing closed. MINUTES Minutes of the October 18, 1990 regular meeting and October 30, 1990 public hearing were approved as prepared. COMMITTEES Development - Committee minutes were read into the record and it was moved and seconded (Pohl-Godbolt) the minutes of the October 25, 1990 Development Committee meeting be accepted into the record. Motion carried. It was moved and seconded (Pohl-Godbolt) the minutes of the October 31, 1990 Development Committee meeting be accepted into the record, noting the public hearing date should read October 30, 1990. Motion carried. LIAISON Commissioner Klaphake noted the Town Board reappointed him to serve as Commissioner on the Urban Renewal Board with the qualification that he may abstain from voting on matters of policy where such issues are before both the URA and Town Boards. AUTHORITY BUSINESS Development Review - Rockv Mountain Factory Stores - It was moved and seconded (Pohl-Klaphake) this matter be tabled until the November 15, 1990 regular meeting with the following provisions: 1) A special meeting may be called to render a decision; 2) Public comment regarding the traffic impact study and downtown economic analysis will be allowed at the November 15, 1990 meeting. Motion carried. Bill Van Horn suggested the Board consider rendering its decision BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - November 1, 1990 - Page 2 at its regular meeting on November 15, 1990. Director Anderson noted the public may review the Traffic Study and Economic Analysis at the URA office, or copies may be purchased for $1.00 each. Bids - Property Purchase Financing - Bids for financing a portion of the Knoll property were solicited from local financial institutions. First National Bank was the low bidder at 7.65%. The Authority, through its auditor, has determined the proposed loan qualifies as a tax-exempt obligation under Section 265 of the Internal Revenue Code. It was moved and seconded (Hondius-Ericson) staff be authorized to contact First National Bank regarding a loan commitment for property purchase, the loan commitment contingent upon the proposed factory outlet development being approved by the Town Board and the project proceeding. Motion carried. Approval of Additional Riverwalk Work - Grueff Parking Lot - This work involved removal of a section of sidewalk and installation of an 8 inch drain from the parking lot to the river. It was moved and seconded (Klaphake-Ericson) Cornerstone Concrete be reimbursed $1,000.00 for work performed at the parking lot east of the "Mountain Man" building and an amount of $200.00 be allowed for the drain inlet grate. Motion carried. STAFF 1) Sundance Center streetlight work will begin November 2nd with completion next week. 2) The Finance and Budget Committee will meet the week of November 12th to review a draft 1991 budget. 3) Preliminary design of the West Elkhorn Parking Lot is completed. Cost estimate preparation is proceeding and will be presented to the Board when completed. There being no further business. Chairman Pauley adjourned the meeting. • • • Recording Secretary
