Minutes of the September 20, 1990 meeting were approved as prepared. CITIZEN PARTICIPATION John Mutchler/Estes Park expressed his concerns regarding land use on the Knoll property and the proposed development for this site, in particular: 1) Traffic control at the Hwy. 34/36 intersection; 2) The effect of a development, such as the factory outlet stores, on tourists; 3) The addition of more retail square footage; 4) Obstruction of the view to the Stanley Hotel; 5) How this proposed development will tie into the downtown, i.e. walks and/or people movers; 6) Whether Estes Park wants a tourist-based or commercial- based economy; 7) What is going to happen to the future of downtown Estes Park with respect to a new retail development at this site; 8) What will occur if the proposed development is not successful. Sharon Seely/Estes Park noted that downtown parking is still a problem, and questioned why uses for the Knoll property, other than those indicated in the URA Plan, are being considered. John Akal/Estes Park requested the URA Board consider submitting to the Town, an alternative plan for land use on the Knoll property and surrounding area — a plan in keeping with URA objectives. Chairman Pauley noted that all these concerns are presently being studied by EPURA. AUTHORITY BUSINESS 1990 Riverfest Report - Robert Aiken, Entertainment Manager, briefed the Board on 1990 Riverfest activities and submitted his report for the year. The Board expressed appreciation for Mr. Aiken's diligence and effort expended over the past three years to make entertainment in Riverside Plaza a success. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - October 4, 1990 - Page Two STAFF Planner Joseph reported: 1) A detailed planting plan for the library site will be submitted to Thorp & Associates for incorporation into their construction drawings. 2) Site improvements are being designed for the West Elkhorn Parking Lot, using two cost estimate approaches, allowing for possible phasing of the project. 3) The Water Department will turn off the pumps in Riverside Plaza on Monday, October 8, 1990. 4) With the assistance of Dan Speedlin and the Parks Department, a boulder has been located as a base for the Mother Beaver and Pups sculpture. The sculpture is anticipated to be installed at Riverside Plaza within the next month. CO-. Donna Heifner, Secretary
