Minutes of the September 6, 1990 meeting were approved as prepared. RTT.TiS - It was moved and seconded (Godbolt-Klaphake) the bills be paid. Motion carried. TREASURER1S REPORT - It was moved and seconded (Ericson-Pohl) the Treasurer's Report be accepted into the record. Motion carried. AUTHORITY BUSINESS R. C. Heath Construction Company - Change Order No. 4 - Following discussion and upon the Capital Improvements Committee's and staff's recommendations, it was moved and seconded (Hondius- Ericson) Change Order No. 4 in the amount of $29,311.00 be approved for payment. Motion carried. Library Entrance/Landscapina - Discussion - The Board reviewed a rendering prepared by Design Studios West, Inc., designed to coordinate the new library entrance and landscaping with the existing streetscape. The Library Board's construction committee has reviewed and approved this design. It was moved and seconded (Pohl-Henderson) the URA accept this conceptual design as presented and that it be submitted to the Library Board for their approval. Motion carried. The library will reimburse EPURA for DSW's design costs. Thorp & Associates will prepare construction drawings, including irrigation design, and EPURA will prepare the plant list and specifications. Landscaping will be paid for by the library. Commissioner Klaphake noted all salvageable landscaping has been removed from this site and installed at various locations throughout the Town. STAFF Mr. Richard Barlow has reimbursed EPURA for his share of streetscape costs. This money has been redeposited into the construction fund at Central Bank. EPURA has billed US West and Cable Systems, Inc. for utility undergroundings at the Riverwalk project. Phase II Riverwalk is complete and the contractor is finishing up the punch list this week. US West has buried the telephone cable behind Mama Rose's and pavement has been installed over the splice. All utility poles and overhead utilities (electric, telephone, cable tv) have been removed. Legislation adopted by the General Assembly in 1989 (H.B. 1291) revised the Colorado Public Deposit Protection Act (PDPA). These revisions require each "official Custodian" of public funds to apply to the Banking Board prior to September 30, 1990 for assignment of a PDPA identification number. It was moved and seconded (Pohl-Hondius) the Treasurer be designated as the Authority's "official Custodian". Motion carried. Chairman Pauley appointed Commissioner Pohl to serve as the Authority's contact person for the Arts Assembly of the Cultural Arts Council of Estes Park. The Arts Assembly is an integral part of CACEP, assuring full communication between all the arts-related organizations in the Estes Valley. Commissioner Pohl also serves as the Authority's contact person for the Cultural Arts Council. The Arts Assembly will meet early in 1991 to formulate plans for Estes Park's 75th anniversary in 1992. Commissioner Klaphake noted this organization has applied for a grant to purchase historic and artistic storefront materials. Chairman Pauley complimented the Arts Council on its endeavors and noted EPURA's appreciation of its efforts. There being no further business, the meeting was adjourned. Secretary
