Chairman Pauley called the meeting to order at 8:30 AM.
Minutes of the June 21, 1990 meeting were approved as prepared.
LIAISON
Commissioner Klaphake stated Conference Center contractor
prequalifications have been completed. Bid opening is expected the
latter part of August.
AUTHORITY BUSINESS
R. C. Heath Construction - Change Order Nos. 1 and 2 - It was moved
and seconded (Ericson-Pohl) Change Order No. 1 in the amount of
$10,786 and Change Order No. 2 in the amount of a ($15,200) deduct
be approved. Motion carried.
Rotary - Purchase of Mountain Legacy Bronze Collectibles - Nelson
Thomas and Jim White, acting as fund-raising volunteers on behalf
of Estes Park Rotary, stated their interest in pursuing an on-going
program to sell the Mountain Legacy collectibles in addition to the
Town pin which depicts Mountain Legacy. Both gentlemen requested
a firm price commitment for present and future sales to Rotary.
Following discussion. Chairman Pauley appointed a committee
consisting of Commissioner Pohl and Director Anderson to pursue
this matter with Estes Park Rotary.
Forward Estes Park Foundation - Housing Survey - Chairman Pauley
declared a conflict of interest, stating he would abstain from
discussion or vote, and released the gavel to Vice-Chairman Pohl.
Eric Blackhurst/Forward Estes Park Foundation presented the Board
with a project outline and suggested $10,500 budget from the firm
of Rosall Remmen Cares/Urban Design Planning and Research. The
project would encompass design/review of an employee housing survey
instrument to be used in Estes Park. Also included are an employer
survey, data entry/compilation, summary report with appropriate
graphics, and a work session on research results. Anticipated
project completion is sixty days.
The Board was provided copies of an initial housing survey taken
at a "Chamber After Hours" and a letter from FEPF dated July 6,
1990, detailing organizations who have committed financing and/or
resources to the project. The letter requests EPURA support the
project with a $2,000 contribution.

Vice-Chairman Pohl noted it is appropriate for this matter to be
brought before the EPURA since the URA Plan addresses the subject
of low-cost housing. Commissioner Ericson stated there is adequate
money under EPURA's miscellaneous expense budget. Commissioner
Hondius cautioned that any EPURA contribution be of a contingent
nature.
Following discussion, it was moved and seconded (Klaphake-Ericson)
EPURA contribute $1,500 to the Forward Estes Park Foundation
housing survey project (in addition to the Town's $500
contribution), subject to FEPF obtaining $8,500 from additional
contributors. Those voting Yes; Commissioners Ericson, Godbolt,
Hondius, Klaphake. Those voting No: None. Those Abstaining:
Chairman Pauley.
Vice-Chairman Pohl returned the gavel to Chairman Pauley.
STAFF
Big Thompson River Phase II construction continues with completion
behind Barlow Plaza anticipated next week. East Riverside Park
construction progress was slowed due to a subcontractor delay.
Director Anderson attended a June 28th meeting in Denver,
consisting of representatives from various Colorado development
authorities interested in forming a statewide organization to deal
with issues and problems of common interest, i.e. urban renewal
projects and tax increment financing. The next meeting is
scheduled in August.
A July 6, 1990 completion of Cleave Street West Parking Lot
landscaping is anticipated.
Streetlights at Sundance Center for the Arts will be installed when
concrete bases and underground trenching are completed.
Balance of the streetlight order is expected July 6, 1990.
Streetlights received were painted the wrong color. The
manufacturer will provide the appropriate paint, EPURA will obtain
bids to repaint the fixtures, and Western Lighting will reimburse
EPURA for said repainting.
There being no further business. Chairman Pauley adjourned the
meeting at 9:45 AM.
