Swank, Al Wasson, Rich Widmer Executive Director Anderson, Deputy Clerk van Deutekom The purpose of this study session was to further discuss and refine the projects previously identified as long-term EPURA projects. Completion of Riven/valk Parking/Transportation/Pedestrian Links Moraine Avenue Redevelopment Affordable Housing Development Immediate Projects/Education/Policy Other areas identified for consideration in 1999-2000 were: • Prepare a land use plan for the Knoll and adjacent Town-owned space including Bond Park. This plan will be the backbone of the downtown portion of the linkage goal. • Conduct a study evaluating and ranking potential affordable housing locations. Potential land/development costs should be defined. • Start the master plan for linkages from destination nodes to transportation, parking and bike paths. . Authorize a detailed existing conditions/topographic survey for the West Elkhorn Riverwalk base maps. • Master plan the West Elkhorn Riverwalk • Develop the parking district concept for presentation to the Town Board. The above projects were categorized into year 1999 projects and year 2000 projects. RECOMMENDED 1999 PROJECTS . Mountain Discovery Center - A possibie funding source for Kf d of transportation system. A projected 400 parking spaces can be linked tr^^^he downtown area. The Chamber Resort Association will assist in educating/informing the public once we have a firm commitment from the developer. . Riverwalk - Survey (estimated at $50K) - Request bids as soon as possible. BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Estes Park Urban Renewal Authority - January 20,1999 - Page 2 • Knoll Property - Work sessions needed to complete the Master Plan (Willows, Bickle, Bond Park, Lot 8 Stanley Historic District). Time frame: Summer/Fall (should begin by photo documenting the entire area). Other issues include: view corridor, important areas to protect, and grading issues. • Milestones for Affordable Housing: 1) Completion of Housing Survey by Forward Estes Park Foundation, 2) Housing Authority’s Definition of their Position, 3) Revisit the topic. EPURA should be the facilitator. • Parking District recommendations - Review, discuss, and respond to the Town Board. RECOMMENDED 2000 PROJECTS • Master Plan of circulation (assumption - we have a transit system in place with defined route). The National Park and the Town of Estes Park are in the process of developing a transportation plan study. A joint venture with Upper Front Range might be appropriate. Circulation plans from previous years could be used as a resource. • Moraine Avenue Redevelopment - EPURA should act as facilitator. • Complete a Master Plan of the Riverwalk Another study session has been scheduled for February 3, 1999 at 8:00 a.m. The next EPURA Board Meeting is scheduled for February 17, 1999 at 8:00 a.m. Rebecca van Deutekom, Deputy Town Clerk
