RECORDOFPROCEEDINGSPublicSafetyCommittee—May21,2009—Page2airballoonridesandapicnic.2.PoliceDepartmentAwardsBanquet—ChiefKufeldreportedonthe3annualawardsbanquetwhichwasheldonMay8,2009,tocelebratethesuccessesofthepolicedepartmentin2008.AwardswerepresentedtoOfficerRickLife—EmployeeoftheYear;MelissaLindeman—CivilianEmployeeoftheYear;OfficerRayMeyer—OfficeroftheYear;OfficerRudySolano—TopCop;OfficersRayMeyerandJeremiahPolucha—TopGuns;OfficerTysonRussell—TopJock;LarryCarpenter—VolunteeroftheYear(Auxiliary);HarriettWoodard—VolunteeroftheYear(RestorativeJustice);andChiefWesKufeld—PainintheBrassAwardrecipient.TheawardswerevotedonbyallmembersofthePoliceDepartmentandvolunteerstothedepartment.FIREDEPARTMENT.REPORTS.11stQuarterReport—ChiefDormanreviewedthefirstquarterstatisticsfortheVolunteerFireDepartmentrelatedtothetotalnumberofcallsrespondedto,thetypesofcalls,andthelocationsofcalls(in-townorout-of-town.)Henotedthat93callswerereceivedinthefirstquarterwithRescueandEmergencyServiceIncidentsmakingupthemajorportionofthecalls,andthatvolunteerfirefightersparticipatedin1850hoursoftrainingbetweenJanuary1,2009andMarch31,2009inordertocomplywithcurrentregulationsandstandards.TheCommitteerequestedthatthe2’QuarterReportincludeinformationrelatedtomanhoursspentoneachtypeofincident.2.NewFireEngineUpdate—ChiefDormanreportedthatafinalinspectionofthefiretruckisscheduledforJuly21,2009.TheenginewillbedeliveredtoEstesParkandisexpectedtobeon-lineinearlyAugust.DISCUSSIONITEM.1.FireServicesFee—TownAdministratorHalburntprovidedbackgroundrelatedtotheimplementationofthefireservicefeesstatingthatafterballotissuestocreateafiredistrictfailedatthepollsinboth2004and2006,theTownwasunabletosustainthesameleveloffireservices,makingitnecessarytostartchargingforfireserviceswithintheunincorporatedareaoftheEstesValley.In2008avoluntary,annualsubscriptionfeeof$130wasinitiatedforcountyresidentsandintheeventofanincidentatacountypropertywithanunpaidsubscriptionfee,thepropertyownerwouldbechargedforservicesprovided.TheCommitteestatedthattheTownBoardrecognizestheneedtoreevaluatethecurrentmethodofcalculatingchargesandmakinganychangeretroactive,andsuggestedlookingintoestablishingaflatfeeeitherbyincidentorbythehourforequipmentandthepersonnelnecessarytooperatetheequipment,andstressedthatthepassageofthefiredistrictinNovemberwouldmakethesubscriptionfeeandchargesunnecessary.PubliccommentinfavorofthefiredistrictwasheardfromHowardLewis,BillVanHorn,DonWidrig,andSuzanneMiller,allcountyresidents.CommentinsupportofreevaluatingthefireservicesfeeschedulewastakenfromBillVanHorn,DonWidrig,SuzanneMiller,PhilEdwards,PamDuemig,andHollyFenelon,allofwhomwereappreciativeoftheTown’swillingnesstorevisitthemethodofcalculatingchargesforfireservices.ChiefDormanstatedthatthevolunteerfirefightersarenotinfavorofanhourlyfeefortheirservicesbutthatachargebasedonapparatusandthepersonnelnecessarytooperatetheapparatusmaybepalatable.MayorPinkhamrequestedthePublicSafetyCommitteeworkwithstafftodevelopaproposaltobringforwardtotheTownBoard.TownAdministrator
