BoardofTrustees—February24,2009—Page3showfallactivitiesareextendingthebusyseason,withindicatorsshowingtheincreaseinsalestaxcorrespondingtotrafficcountseventhoughvisitationcountshaveremainedrelativelyflat.Henotedtrendsthatindicaterestaurantsareincreasingtheirportionofthefoodcategorywiththegrocerycategorydecreasing.Hestatedthatactualfiguresfor2003-2008canbeusedbystafffordecision-makinganalysistoassistwithbudgetingandfinancialplanning.4.PLANNINGCOMMISSIONITEMS.MayorPinkhamopenedthepublichearingforthefollowingConsentAgendaitem:1.CONSENTITEM:A.SUPPLEMENTALCONDOMINIUMMAP1.FirstSupplementalCondominiumMap,Units3and4,BobcatRidgeLot2A,ShanafeltMinorSubdivision,MarkTheiss/Applicant.FAstherewerenocomments,theMayorclosedthepublichearinganditwasmovedandseconded(Homeier/Levine)theConsentAgendabeapprovedwithStaffconditionsofapproval,anditpassedunanimously.5.ACTIONITEMS:1.INTERGOVERNMENTALAMEN.WITHUPPERTHOMPSONSANITATIONDISTRICTFORWASTEWARTREATMENT.TheMarysLakeWaterTreatmentPlanupgradestoincreasetreatmentcapacityfrom2milliongallonsperday(MGD)to4MGDandthechangetoamembranefiltrationsystemwillsubsequentlyincreasetheplant’sbackwashdischargevolumetothesewerfrom4600gallonsto20,000gallonsperday.Dir.GoehringpresentedanIntergovernmentalAgreement(IGA)withUpperThompsonSanitationDistrict(UTSD)topurchaseadditionalPlantInvestmentFees(PIF)toaccommodatefortheadditionaldischarge.Eachagency’sresponsibilitiesareoutlinedintheIGAandtheone-timecostfortheadditionalPIFof$331,100,budgetedinaccount#503-7000-580-35-54,iscalculatedasfollows:15,400additionalgal/200=77PIFat$4300perPIF=$331,100.Itwasmovedandseconded(BlackhursUEricson)toapprovetheIntergovernmentalAgreementwithUpperThompsonSanitationDistrictforwastewatertreatment,anditpassedunanimously.2.PUBLICINFORMATIONOFFICER.MayorPinkhaminitiatedadiscussionregardingthePublicInformationOfficer(PlO)position.TrusteeBlackhurstrecusedhimselfduetoapotentialconflictofinterestandleftthemeetingat7:55p.m.MayorPinkhamreadastatementaddressingtheadditionofthispositionduringthecurrenteconomicclimateandoutliningtheroleofaPlOwhichwouldincludepreparinganddisseminatinginformationalmaterialsinsupportofTownprogramsandservices,andprovidinginformationtothepublicintimesofemergencyorcrisis.Inadditionhestatedthatthepositionwasincludedandfundedinthe2009budget.JohnTucker,Townresident,statedthatalthoughheagreeswiththevalueofthepositionasitpertainstoemergencysituations,withtheeconomicconditionfor2009beingunknowntheTownshouldnotaddstaffatthistimeandshoulddelayhiringforthePlOpositionuntilthereisabetterideaofwhatthe2009economicconditionwillbeforEstesPark.DavidHabecker,Townresident,commentedthatwhentheDeputyTownAdministratorpositionwasaddeditwasbecauseadditionaldutieswerebeingaddedfortheAdministrator,suchasgettingtheconferencecenterbuilt,and RECORDOFPROCEEDINGSTownofEstesPark,LarimerCounty,Colorado,February24,2009MinutesofaRegularmeetingoftheTOWNBOARDSTUDYSESSIONoftheTownofEstesPark,LarimerCounty,Colorado.MeetingheldatTownHallinRoom130insaidTownofEstesParkonthe24thdayofFebruary,2009.Board:MayorPinkharn,MayorProTernLevine,TrusteesBlackhurst,Eisenlauer,Ericson,HomeierandMillerAttending:AllAlsoAttending:TownAdministratorHalburnt,DeputyTownAdministratorRichardson,TownAttorneyWhite,DirectorsPickering,McFarlandandZurn,Mgr.WinslowandTownClerkWilliamsonAbsent:None4vMayorPinkhamcalledthemeetingtoorderat5:10p.m.STANLEYPARKFAIRGROUNDSMASTERFN.TownAdministratorHalburntreviewedthehistoryofimprovementsatthefairgrounds.Shereviewedtheconstructioncostandfinancingoptionsforthecompletionofa60,000squarefootmulti-usefacilitywithhockeyice,landscaping,parkinglotandstormwaterdrainage.Theestimatedcostoftheprojectis$5.8million.TheTowncouldfund$3.8millionbytheendof2010andfundthebalancewithSOPAearmark,VehicleReplacementFund,namingrightsorfinancing(EPURAbinding).rTrusteeMillersuggestedtheBoardconsiderasmallermulti-useeventcenterandaseparatelivestockbarnforatotalestimatedcostof$3.2million.TheTowncouldbuildbothfacilitieswiththecashonhandthisyearandplanforafuturebarnand/orindoorarenawithinthenexttwoyears.IMgr.Winslowstatedthefairgroundsneedstheabilitytohouseupto500horsesduringtheequestrianseason.Thecurrentdesignforthemulti-usefacilitywouldnotmeetalltheneedsandwouldbesupplementedwithcurrentbarncapacity.However,thenewmulti-usefacilitywouldallowtheoldstallbarnstobedemoedfortheproposedPerformingArtTheater.Standalonestallbarnswouldnotbeneededuntilthefairgroundsbookedawinterevent.Dir.Pickeringaffirmedtheequestrianusergroup’snumberoneconcernforthefairgroundswasthefootinginthearenasfollowedbythehousingoftheanimals.Thefairgroundhaslostshowsbecausethefacilitydoesnothaveanindoorarena,andtherefore,wouldbeahigherpriorityforthefairgroundoverstallbarns.Amulti-usebarncouldbeusedintheoff-seasontobringhobbyshowsandothertradeshowstothecommunity,andtherefore,helpthelocaleconomyduringtheoff-season.MayorProTernLevinestatedtheBoardshouldmoveforwardwiththeMasterPlanandwouldnotbeinfavorofchangesiftheywoulddelaytheproject.TrusteeEricsoncommentedtimingisimportantandtheprojectneedstomoveforwardwiththefacilitythatwouldimprovethelocaleconomy.Afterfurtherdiscussion,theBoardagreedtothefollowingnextsteps:•EventCenteroApproximately30,000sq.ft.oTemporarystallsduringthesummer.
