Year-to-date statistics and graphs for the 1992 were presented: packet reguests have increased 8.38%, calls have increased 20.15%; packet requests and telephone inauiries have surpassed the total year of 1991. Mr. Harvey reviewed the survey in detail concluding that there appears to be good evidence to support a need for units below $300/month; "affordable” housing needs of the low to moderate income group are being met by 80% of the present inventory, and there is a demand for more 2 and 3- bedroom rental units in the $550-725/month range. Mr. Harvey suggested the Town encourage and support a more cooperative stance with developers. Staff identified three categories of housing: intense subsidy (a project in need of a federal grant); affordable housing (project that does not necessarily list low monthly rent); and private projects (no government involvement). The Town is well underway in discussing "fee waivers" - additional information will be forthcoming. The Committee expressed their appreciation to Mr. Harvey for his analysis. BIKE PATHS PLANNING UPDATE. Special Projects Manager Joseph reported that a grant proposal has been submitted to the US West Colorado Initiatives Program. Technical assistance to perform an economic impact study plus producing an information package for a trail project which would eventually link downtown Estes Park with Rocky Mountain National Park via the Big Thompson and Fall River stream corridors was requested in the proposal. The Town will use whatever opportunities are given with respect to easements, returning to the highway right-of-way when necessary. However, the Town has no intention of pursing easements without resident concurrence. Currently, the State Division of Parks and Outdoor Recreation allocates grant funds for trails which require a minimum local match of 50%. Additionally, annual Conservation Trust Fund proceeds may be available for this purpose. A new source of funding is now available through the enhancement program associated with the Federal Intermodal Surface Transportation Efficiency Act. Specific guidelines for the allocation of these funds will be made available later this year. Recent passage of Amendment #8 may also provide funding for this type of project. As competition for the above-referenced funding will be intense, the Committee recommends staff continue to work on this project. MUSEUM REPORT. Director Swain presented the monthly statistics for September, noting that visitor counts have matched those of 1988, with a year- to-date total of 6,829 people. The Committee reviewed a revised Mission Statement which will be further refined and submitted for approval in December. REPORTS. Director Stamey reported the funds were budgeted in 1992 for the purchase of a computer. One bid has been received and staff requested authorization to purchase said equipment contingent upon evaluation of all bids and adherence to the budget allocation. The Committee recommends staff's request, as conditioned above, be approved. There being no further business. Chairman Barker adjourned the meeting at 11:11A.M.
