Trustee Garrett called the meeting of the Community Development
Committee to order at 2:00 P.M. and commented that the "Know Your
Estes Valley" pamphlet recently prepared by the League of Women
Voters was very informative and well done.
TOWN OF ESTES PARK - CELEBRATION OF 75TH ANNIVERSARY:
The Town of Estes Park was incorporated in April, 1917, and will
celebrate its 75th anniversary in 1992. On behalf of the Cultural
Arts Council of Estes Park (C.A.C.E.P.), Trustee Garrett reported
CACEP has applied for a grant in the amount of $3,000 to assist in
promoting this event which will be titled "A TURN OF THE PAGE—AN
ARTISTIC VIEW OF OUR CULTURAL HERITAGE." Five (5) window displays
on permanent 4x8' art photo boards will be placed on those
storefronts of seasonal businesses (in lieu of unsightly window
closures) which will tell the story of Estes Park's cultural
heritage. Information will be gathered from the Estes Park
Historical Museum, Dorsey Museum (YMCA), Rocky Mountain National
Park Archives, Estes Park Public Library and Town archives. A
panel of artists, an architect, and representatives from the
Historical Museum Board will designate 20 historic buildings (pre-
1917) which will be marked with an artist-designed plaque noting
year of construction and historical significance. Local artists,
curators representing the aforementioned museums and library will
design and publish a "walking tour brochure" which will list early
arts-related sites and buildings. This group will also design and
publish a "driving tour" encompassing historic lodges and homes in
the Estes Valley. An Arts Assembly, consisting of representatives
from the Chamber of Commerce, Library, EPURA, EVRPD, NPS, YMCA, and
other local visual and art organizations will organize the project,
and Lynda Vogel has been named Chairman. Several options,
including visual and performing arts, vignettes, coordination of
theme-oriented floats during the Christmas Parade, will be
considered by this Assembly. CACEP has received a positive response
from the State for this grant, and the application must be filed by
October 1, 1990; it will take effect in 1991.
The Committee recommends the Community Development Committee serve
as the "contact group" for this project, working with those stated
groups, to promote the Town's Anniversary.
SECOND WIND LTD. - REPORT ON ADVERTISING PROGRAM:
Peter Marsh, Second Wind, briefed the Committee on year-to-date
responses (up 22% from 1989), emphasis on "color" ads in lieu of
black and white, advertising in upscale travel magazines, front-
range inserts, RMNP Anniversary special sponsorship, and press
release program. Mr. Marsh will investigate the possibility of
KCNC donating (to the Town) the video on the Anniversary of RMNP.
Director Stamey reported Superintendent Thompson/RMNP submitted a
letter to the Town commending the quality of Second Wind's
sponsorship for the aforementioned program. The Committee stated
the advertising program is much improved, and the Town is receiving

a far better dollar value for its advertising efforts.
1990 BUDGET AMENDMENTS FOR ADVERTISING SUPPORT SERVICES -
DISCUSSION!
In a memorandum dated September 12, 1990, Director Stamey reported
that the 1990 Advertising Support Services Budget was $69,520.
Projections through the end of the year indicate a $14,000 deficit.
$4,000 will be transferred from Second Wind, thus the actual net
budget impact will be $10,000. Following discussion, the Committee
recommends amending the 1990 Budget by transferring $4,000 from
Second Wind and $10,000 from the Town's contingency fund.
SEASONAL DOWNTOWN MUSIC - DISCUSSION:
Administrator Klaphake reported that the Town has been advised that
a license is required by unions of musicians when music is
reproduced. This license would affect events such as the Christmas
Parade. Such fees have not been included in this budget, and
Administrator Klaphake anticipates a potential budget amendment in
the near future.
COLORADO HOUSING AND FINT^CE AUTHORITY (CHFA) - REPORT:
The Committee reviewed a new loan project sponsored by CHFA whereby
assistance will be provided to small business owners in rural
Colorado for the purchase of land, building, and equipment through
low, fixed-interest loans. The interest rate of 8.5% will be fixed
for up to 20 years and working capital loans may be amortized for
up to three years. The Committee recommends Director Stamey meet
with CHFA representatives, and, if warranted, request the
representatives to address the Committee, possibly inviting lending
institutions and any potential new business owners to attend.
REPORTS:
The Committee reviewed the year-to-date Building Permit Report.
At the direction of the Board of Trustees, Director Stamey will
send a letter to the State advising of the Town's objection to the
recent Census Count Report.
There being no further business. Trustee Garrett adjourned the
meeting at 2:45 P.M.
