FORWARD ESTES PARK FOUNDATION - REPORT ON HOUSING, Eric Blackhurst, Forward Estes Park Foundation, briefed the Committee on a proposed housing survey which would assess the housing needs of the community. The Foundation conducted an informal survey during a recent "Chamber After Hours" event and they found employee housing to be a serious problem which should be addressed. Preliminary cost estimates to conduct a survey focused on employee and seasonal housing have ranged from $8,500 - $11,000. If a consultant is hired, it is anticipated the data-gathering process could be completed by the end of August. Mr. Blackhurst advised that the Foundation does have some funds available and that the Board of Realtors may join them in this effort. Additional funding may be available through other sources such as the Platte River Power Authority, PSCo, and State grants. Director Stamey suggested that perhaps some PRPA economic development funds could be used to support this endeavor. This would be approved by the Committee prior to any commitment. SECOND WIND, LTD. - REPORT ON ADVERTISING PROGRAM, Peter Marsh, Second Wind, briefed the Committee on the following: (1) Press Release Program which indicates a return of $29 for every dollar spent; (2) as of 5/31, total responses are up 18%; and (3) Magazine Costs Per Inquiry indicate a 7% gain. Complimentary copies of the new­ ly-published "Rocky Mountain National Park Magazine, 75th Anniversary Edition" were presented to the Committee. 205,000 copies of the Itl^5azine were given to Estes Park at no cost; complimentary issues were * distributed to lodging establishments? /remaining issues wiUL bg sold at $1.95/ea.) Mr. Marsh advised that a notebook containing press clipping information is available and that interested parties can review said ^ _ book by contacting Director Stamey. advertising policy committee - APPOINTMENTS. In a memorandum dated June 7, 1990, Chairman Barker and Director Stamey submitted the following recommendations for membership on the Policy Committee; Ed Jungbluth Terry License Jerry Souers Steve Stamey Bob Van Horn The Committee recommends approval of the membership, with the 2-year appointments becoming effective January 1, 1991. CONFERENCE CENTER COLLATERAL MATERIAL - REPORT. The Committee reviewed the material entitled "The Blueprint For A Successful Conference" which is being given to all conference and BRADFORD PUBLISHING CO.RECORD OF PROCEEDINGS Community Development Committee - June 14, 1990 - Page two meeting planners by Marketing Director Pickering. The unique and multi-functional piece has received very positive reviews. The Commit­ tee praised Mr. Pickering for his creative approach with this material. Director Pickering will present a marketing report to the Committee in August. COMMUNITY PROFILE - UPDATE. Director Stamey reported 3,500 copies of the aforementioned profile were published. The Board of Realtors purchased 2,000 copies and public distribution has been very successful. Staff anticipates amending the profile on a continuing basis. CENSUS - UPDATE. The State Coordinator for the Bureau of the Census has initiated a "Were You Counted" campaign to ensure everyone was included in the 1990 Census. Newspapers will be printing a form seeking responses from anyone who might have been missed. The census plays a vital role in the Town's lottery funds, and it is a weighing factor on potential projects using bonds. Not only the Town, but all public and private entities are affected by the census. The Trail Gazette will assist in this endeavor, and staff will use a variety of notification efforts (statement on the electric bills, etc.) to emphasize the importance of being counted. LARIMER COUNTY OEDP - ANNUAL REPORT. The Committee reviewed a preliminary copy of the OEDP Annual Report. Such a report is required to continue Larimer County's eligibility for EDA financial assistance for another year. Included are a review of the past year's accomplishments, report of significant changes affect­ ing development, update on the area's development strategy, and a course of action for the next two years. Following discussion, the Committee recommends the multi-purpose arena be listed as a specific project. COURAGE CLASSIC - REPORT. Staff reported the aforementioned bicycle tour, containing approximate­ ly 1,900 participants, occurred June 8th. Directors Stamey and Jungbluth conducted an informal critique of the event, and found that it was well received by the merchants. The "Ride the Rockies" Tour will take place June 20th and in lieu of closing Park Lane, the parking on the west side of MacGregor Avenue will be reserved. The Town's investment of $500 was used to provide entertainment and partial use fee for the school. The Committee expressed their appreciation to all those providing assistance for this event. REPORTS. The Committee reviewed year-to-date statistics for building permits and traffic counts. Staff presented a list of names that have been submitted by the commu­ nity to rename the parks commonly referred to as: Peacock, West Riverside, and Poison. The Committee will review the list for dis­ cussion during the July Committee meeting. The Committee also reviewed a newsletter from the Town's sister city of Hammond, Oregon.
