Administrator Klaphake, Community Development Director Stamey, Clerk O'Connor None Chairman Dickinson called the first meeting of the Community Development Committee to order at 2:01 P.M. 1989 GOALS AND OBJECTIVES - REVIEW. The Committee reviewed a preliminary draft Klaphake"1 iden- Objectives, as prepared by staff. Administrat P tified five (5) goals, as follows; 1. Develop a 5-Year Capital Improvement Plan. This goal was identified as #4 in the Town Board's goal setting retreat. 2. Identify/develop a Business Retention Program. ■Htrr.iral aoal for the community S^t^loPp™°e9nrtaraefforta! Encourage quality economic development suitable for Estes Park. This was the #3 goal as identified in the goal setting retreat. 5. Develop a strategic plan for Estes Park. This plan was listed as an "A" priority in the retreat. Each goal also contained objectives and a target date. Discussion included the development of a small business visitation program, methods to retain businesses in the community, development of a local product export pro­ gram, and identification of potential management seminars, training programs, and resource agencies. Employee Housing Program; Housing is an issue that has been discussed for many years. This objective could identify strategy to develop housing, i.e.; the roles of public/private sectors; and the pos­ sibility of federal grants that may be available or appro priate. The Committee review the Tov/n's Zoning and Housing regulations to ascertain if there are any incentives or detriments relating to this issue. Staff obtain^ a copy of the Larimer County Housing Plan for the Committee's review. Identify citizens who may have technical assistance available. 7. Staff request attendance at the February 9th Committee meeting by the Chamber of Commerce, ARD, EVIA, League of Women Voters, etc. The intent is to obtain comments from the various groups regarding community development.
