Minutes of a Joint Study Session meeting of the ESTES PARK TOWN
BOARD AND ESTES PARK PLANNING COMMISSION of the Town of
Estes Park,Larimer County,Colorado.Meeting held at Town Hall in the
Board Room and Virtually in said Town of Estes Park on the 8th day of July
2021.
Town Board:Mayor Koenig,Mayor Pro Tern Martchink,Trustees Bangs,
Cenac,MacAlpine,Youngland and Webermeier
Planning Commission:Chair Cornstock,Vice Chair Heiser,and Commissioner
Hanson
Also Attending:Town Adrninistrator Machalek,Assistant Town Administrator
Damweber,Director Hunt and Recording Secretary Disney
Absent:Trustee Bangs,Commissioners Elkins and Centurione.
Mayor Koenig started the meeting and introduced Planning Commission Chair
Comstock.
COMPREHENSIVE PLAN AND CODE REWRITE:OVERVIEW,SCHEDULE,
EXPECTATIONS.Director Hunt provided background and timelines on the
Comprehensive Plan rewrite,adoption,and the subsequent code revisions.He
highlighted issues to be addressed in the Comprehensive Plan.
POTENTIAL NEAR-TERM PRIORITIES FOR ATTENTION IN LAND-USE
REGULATIONS.Vice-Chair Heiser explained and requested Board direction on near
term priorities the Commission has identified which may need review prior to adoption of
the Comprehensive Plan.Chair Comstock provided background on the priorities of
housing,building height (generally in the downtown)landscaping,parking,and solar
incentives.
The Board discussed the listed priorities,the purpose of the Planning Commission,
inclusion of child care facilities and solar incentives in housing reviews,priority
expertise,order of addressing the priorities,and previous housing recommendations.
VALUE OF SEMI-ANNUAL MEETINGS MOVING FORWARD.
The Board and Commission discussed the importance of regular joint meetings and it
was determined to schedule regular joint meetings every six months.
There being no further business,Mayor Koenig adjourned the meeting at 6:10 p.m.
