RESOLUTION OF RESPECT
WHEREAS,Lowell Richardson served the citizens of Estes Park from
2001 to 2013;and
WHEREAS,Lowell served the community of Estes Park in numerous
capacities including Chief of Police,Assistant Town Administrator and Interim
Town Administrator;and
WHEREAS,during his tenure with the Town,Lowell was integral in
the following Town efforts:
•Establishment of the Estes Valley Restorative Justice Partnership in 2002;
•Construction of the new Grandstand at the Fairgrounds at Stanley Park;
•Support for the goals and projects of the Estes Park Urban Renewal
Authority;
•Development of the Town’s Free Shuttle service;
•Creation of the Town’s Volunteer Manual;
•Construction of the Fairgrounds Park-n-Ride;
•Creation of the Estes Valley Fire Protection District;
•Bond Park Master Plan and Bond Park Redevelopment;
•Establishment of the Multi-Purpose Event Center;
•Partnership with Rocky Mountain Park Inn for continued improvements to
the Estes Park Conference Center;
Participation in the Economic Development Task Force,A.K.A.“the Rat
Pack;”
•Creation of the Estes Valley Economic Development Council;
•Development of the Town’s Capital Asset Management Plan;
•Development of the Town’s Capital Improvement Policy and Plan;and
WHEREAS,in 2005 while serving as Chief of Police,Lowell received
professional accreditation for the Estes Park Police Department from the
Colorado Association of Chiefs of Police as well as the Community Policing
Award from the International Association of Chiefs of Police;and
WHEREAS,Lowell served on the Boards of Directors of the Estes
Valley Restorative Justice,Larimer Emergency Telephone Authority,Estes
Valley Victim Advocates (Chair),and Larimer County Mental Health.He also
served on the Estes Park Medical Center Foundation Board and served as
President of Sunrise Rotary.
NOW,THEREFORE,BE IT RESOLVED that the Mayor and Board
of Trustees of the Town of Estes Park,by this Resolution and Public Record,
recognize the dedication and leadership
