Present:Mayor H.3.Dannels Trustees:Norbert L.Aldrich, Mark T.Brown, Byron I.Graves, George I.Hix,Town AdministratorAlsoPresent:.Paula L.Laing,Dale G.Hill Richard A.WoodTownAttorney Gregory A.White Absent:None Mayor Dannels called to order a special meeting of the Board of Trustees of the Town of Estes Park to consider the Town’s Insurance Bids. Also present was Timothy A.Greer,Executive Director/Colorado Intergovernmental Risk Sharing Agency (CIRSA).Mr.Greer informed the Trustees CIRSA,a Property and Liability Insurance Pool,was formed in 1982 with the original membership containing 19 municipalities;the pool now contains 33 members.Any municipal member of the Colorado Municipal League is eligible to apply,reviewed by the underwriter,and approved by the CIRSA Membership.Underwriters evaluate each municipality individually and determine the contribution for each risk exposure by evaluation of factors such as values,annual payroll,vehicles and services provided.Contributions are established by the Board of Directors.Participants entering the pool must remain a member through their first pool year.Thereafter,a member may withdraw at the end of any year by giving the pool 90 days advance notice. CIRSA’s bid was $62,341 for six (6)months and included the public officials’ “Errors and Omissions”coverage. The second insurance bid was submitted by First National Insurance of Estes Park.The annual premium quoted,for coverage substantially the same as the present coverage,was $155,069/year.No “anti-trust”coverage was included. Town Attorney White presented a memorandum dated June 17,1985 offering a legal review of the two insurance bids received by the Town for coverage between June 27,1985 and June 27,1986.The memorandum listed advantages and disadvantages for both firms.Attorney White advised the Trustees he had met with Insurance Consultant Wayne Jurgens whereby Mr.Jurgens indicated that a survey recently obtained indicated of the 15 municipalities polled,all are generally satisfied with CIRSA.Unlike First National Insurance,CIRSA would automatically insure additional buildings with a valuation under $5 million and any additional vehicles without adjusting the current year’s premium. Trustee Aldrich introduced the following entitled ordinance and moved it be passed and adopted at first reading: AN ORDINANCE APPROVING AN INTERGOVERNMENTAL AGREEMENT BETWEEN CIRSA AND THE TOWN OF ESTES PARK,COLORADO CONCERNING INSURANCE COVERAGE Trustee Laing seconded the motion and it passed by the following votes:Those voting “Yes”Trustees Aldrich,Brown,Graves,Hix,Laing and Wood.Those voting “No”none.Whereupon Mayor Dannels declared said ordinance duly passed and adopted and ordered it numbered 5-85 and published according to law.
