HomeMy WebLinkAboutRESOLUTION Technical Review Committee 2020-08-24ARESOLUTIONOFTHETECHNICALREVIEWCOMMITTEEOFTHESTANLEYHISTORICDISTRICTMASTERPLANAPPROVINGWITHCONDITIONSTHEPRELIMINARYPACKAGEFORTHECARRIAGEHOUSEPROJECTWHEREAS,thepreliminarypackageoftheprojectreferencedinthetitleofthisresolutionmeetstherequirementsoftheStanleyHistoricDistrictMasterPlanforapreliminarypackage,excepttotheextentthatconditionsarerequiredasdescribedbelow;andWHEREAS,thepreliminarypackageincludesinsufficientdetailfortheTechnicalReviewCommittee(TRC)todeterminewhethertheplansmeettherequirementsoftheMasterPlanandtheapplicabledevelopmentagreementwithregardtopublicimprovements,pedestrianconnectivity,andwaterbackflowandmeteringsecurity,forthepurposesofapprovingafinalpackage.NOW,THEREFORE,THETECHNICALREVIEWCOMMITTEERESOLVESASFOLLOWS:TheStanleyCarriageHouseprojectpreliminarypackagemeetsthestandardsandrequirementsintheStanleyHistoricDistrictMasterPlanandEstesParkMunicipalCodeChapter17.44,andisapprovedconditioneduponthefollowing:1.TheplansetasshownandarticulatedinExhibits1through6areincorporatedbyreferenceasrequiredconditionsofapprovalanddevelopment,withallowanceforminormodificationsasmaybereasonableandnecessary,asdeterminedbytheCommunityDevelopmentDirector,duringfinaldesignandconstruction.2.Thefollowingconditionsareadditionallyspecified:a.AllpublicimprovementsassociatedwiththeCarriageHouseRestaurantprojectinpublicuseeasementsorpublicrights-of-wayshallbeaddressedinaDevelopmentAgreementtothesatisfactionoftheTown.b.TheCarriageHouseRestaurantshallnotreceiveabuildingpermitforinteriorfinishesuntilallpublicimprovementsassociatedwiththeCarriageHouseRestaurantprojectandallprivateandpublicimprovementsassociatedwiththeEastParkingLot(currentlyB-11160)areconstructedandacceptedbytheTown,orproperlysecuredandaddressedinaDevelopmentAgreementtothesatisfactionoftheTown.c.TheCarriageHouserestaurantshallnotreceiveaTCOorCOtooperateinanycapacityunlessanduntilallpublicimprovementsassociatedwiththeCarriageHouseprojectandallprivateandpublicimprovementsassociatedwiththeEastParkingLot(B-i1160)areconstructedand approvedbytheTown,andallotherobligationsofanyandallDevelopmentAgreement(s)arefulfilled.3.TheplansincludedinthefinalpackageofdocumentsforTRCreviewshallincludeelementssatisfactorilyaddressingpedestrianconnectivity,anedittothetrafficimpactstudydocumentingcompliancewiththeTown’strafficimpactrequirements,andwaterbackflowandmeteringsecurity.DATEDthis2-dayofAv&is&,2020.TravisMachalekChair,TechnicalReviewCommitteeATTEST:KarinSwanlundRecordingSecretary
