0RESOLUTION#08-14RESOLUTIONSUPPORTINGISSUEIA.STANDTOGETHERFORASTRONGTOMORROWONTHEAPRIL1STMUNICIPALELECTIONWHEREAS,TheCitizensofEstesParkhaveexpressedinaCommunityVisioningProcess,CommunityCitizenSurveysandtheSeniorCenter/MuseumMasterplanthattheywantadditionalinvestmentintheTown’sinfrastructure,andWHEREAS,ofalltheneedsexpressedbythecitizens,thehighestprioritieswereforexpandedroadmaintenance,aCommunityRecreationCenter,incorporatingtheSeniorCenter,newtrailsandconnectionsandenhancementstoemergencyservices,and;WHEREAS,itisestimatedthattherecurrentlyisafundingshortfallof$1.2milliondollarsayearforroadrepairstopreventthefurtherdegradationofourroadsystem,and;WHEREAS,meetingtheseneedswillhelptofulfillthecommunity’svisionofEstesParkforitssecondcenturyandwillenhancethequalityoflifeforallEstesParkresidents,and:WHEREAS,thestabilityofEstesPark’seconomicfutureandcompetitivepositionwithothermountaindestinationsistiedtothequalityofourinfrastructureand;WHEREAS,roadinfrastructureneedsextendbeyondournormalfundingcapacityof$435,000perbudgetcycle,withoutthe1%incrementalsalestaxincrease,theTownwillneedtorestructureitsbudgettomeetgrowingroadinfrastructurerequirements;and;WHEREAS,ballotissue1Aisalimitedterm,tenyearincreaseintheTown’ssalestaxof1centforevery$1dollarofsales,and;WHEREAS,ballotissue1AprovidesstrictaccountabilityoftheTownbyspecifyingthattherevenuesmustbespent60%forRoadmaintenance,25%foraCommunity/RecreationCenter,includingtheSeniorCenter,12.5%forTrailsandconnectionsand2.5%foremergencyresponseinfrastructure.NOWTHEREFOREBEITRESOLVED,thattheTrusteesoftheTownofEstesParkencouragesallEstesParkVoterstoStandTogetherforaStrongTomorrowandvoteyesonIssue1Atoprotectandenhanceourqualityoflifenowandintothefuture.Approvedthis11thDayofMarch,2014ATTEST:.akieWilliamson,TownClerkPinkham,Mayor
