0RESOLUTION#04-14ARESOLUTIONSUPPORTINGTHEFORMATIONOFACOLORADOCREATIVEDISTRICTWITHINTHEESTESVALLEYINORDERTOENHANCEECONOMICDEVELOPMENTANDCREATIVEINDUSTRYEMPLOYMENT.WHEREAS,in2011theColoradoLegislaturepassedHBII-1031,whichencouragestheformationofColoradoCreativeDistrictsincommunities,neighborhoods,orcontiguousgeographicareas:andWHEREAS,fromitsearlypioneerdaysEstesParkanditsscenicbeautyhasbeenamagnetforartists.TheyincludedGermanpainterAlbertBierstadtandWilliamHenryJackson,America’spremierwesternphotographer,aswellassuchwell-knownColoradolandscapepaintersasHelenHendersonChainandCharlesPartridgeAdams;andWHEREAS,theBoardofTrusteesdesirestopromoteartsandcultureintheEstesValleythroughthefacilitationofanenvironment,whereartistsareencouragedtoliveandwork,therebypositivelyinfluencingthelivesofEstesParkresidentsandguests,andenhancingtheTown’seconomythroughtheco-locationofartsandcreativebusinesses;NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO:1.TheTownBoardrecognizesthatartsandculture-relatedbusinessesandorganizationsaddtotheeconomicdiversityoftheTownandarecriticaltotheTown’sfutureeconomicsuccess;and2.TheformationofaColoradoCreativeDistrictenhancesthelivesofTownresidentsandguestsandpositivelyimpactstheTown’seconomybyfocusingonco-locatingartsandculture-relatedbusinessesandorganizationswithinadefinedareaoftheTownthatgeneratesadditionaljobsandrevenuewithintheTown;and3.Thelocationofartsandculture-relatedbusinessesandorganizationswithinaCreativeDistrictencouragesthegrowthofcreativeindustries,aswellascomplementarybusinesses,stimulatinganincreaseintheoveralleconomicactivityandmoreeffectivelypromotesthecommoninterestswithintheDistrictandotherneighboringareas.4.TownBoardherebysupportsandendorsestheformationofaColoradoCreativeDistrictwithintheEstesValleyinaccordancewiththeprovisionsonHBJ1-1031.
