HomeMy WebLinkAboutRESOLUTION 22-900RESOLUTION22-90ARESOLUTIONOFTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO,APPROVINGAMODIFICATIONOFTHEESTESPARKDOWNTOWNREDEVELOPMENTPROGRAM(THEURBANRENEWALPLAN)WHEREAS,theSecondModificationtotheEstesParkDowntownRedevelopmentProgram,acopyofwhichisattachedheretoasExhibit“A”andincorporatedhereinbythisreference,waspresentedtotheBoardofTrusteesbytheEstesParkUrbanRenewalAuthority;andWHEREAS,onSeptember25,1990,theBoardofTrusteesbyResolution19-90,determinedthattheproposedModificationconstitutedasubstantialchangetotheUrbanRenewalPlan;andWHEREAS,theModificationwassubmittedtotheEstesParkPlanningCommissionforitsreviewandrecommendationastoconformityoftheModificationwiththeEstesParkComprehensivePlan;andWHEREAS,onOctober16,1990,theEstesParkPlanningCommissionreviewedtheModificationanddeterminedthatsaidModificationwasinconformitywiththeEstesParkComprehensivePlanandforwardeditswrittenrecommendationtotheBoardofTrustees;andWHEREAS,aPublicHearingconcerningtheModificationwassetforOctober23,1990infrontoftheBoardofTrusteesandpublicnoticeofsaidHearingwaspublishedasprovidedinSection31—25—107C.R.S.;andWHEREAS,saidPublicHearingwasheldbeforetheBoardofTrusteesoftheTownofEstesParkatthetime,dateandplacespecifiedinthenotice.NOWTHEREFOREBEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADOTHAT:1.TheBoardherebyapprovedtheModificationtotheUrbanRenewalPlanasthesameismorefullysetforthonExhibit“A”attachedheretoandincorporatedhereinbyreference.INTRODUCED,READANDPASSEDTHISDAYOF‘-‘1990.TOWNOFESTESPARKBy:_____MayorATTEST: 00-(-I--::1Ti’-’t-r-‘t-4,•----‘-I--%-.3—‘r- C)EXHIBITSPROPOSEDSECONDMODIFICATIONTOTHEESTESPARKDOWNTOWNREDEVELOPMENTPROGRAMTheEstesParkDowntownRedevelopmentProgram(the“Plan”)ismodifiedasfollows:1.DeletetheparagraphentitledPHASETHREE:INTERMEDIATERANGEPROJECTS(p.9)asfollows:“Duringthethirdphaseofredevelopment,theKnollpropertycouldbedevelopedintoaConferenceCenterandCommunityRecreationCenter.Thelocationofthispropertyinrelationtoitsexcellentvehicularaccessandproximitytothedowntownareaprovidestheideallocationforthistypeofdevelopment.Asispointedoutintheeconomicappendicestothisreport,thedevelopmentoftheConferenceCenterandrelatedfacilities,willgreatlyenhancetheaccommodationsandretailmarketcapacityforthecommunity.Althoughthisrepresentsasubstantialinvestmentforthepublic,itwillalsoprovidesubstantialreturns.”andreplacewiththefollowing:“PrivateandpublicdevelopmentoftheKnollpropertyshouldbeencouragedsincethelocationofthispropertyinrelationtoitsexcellentvehicularaccessandproximitytothedowntownprovidestheideallocationforprivatedevelopmentandpublicuses.Suggestedusesforthispropertyare:single-familydwelling;two-familydwelling;multi-familydwelling;publicopenspace;municipaluse;daycarecenter;commercial;office,bank,professionalservices;restaurantandretailsalesandservices.”2.DeletethefollowingsentenceinPHASEFOUR:LONGRANGEREDEVELOPMENT(pgs.11-12)asfollows:“ThisfourthphaseofredevelopmentalsoanticipatestheconversionoftheexistingMunicipalCenterintomoreappropriatecoreareausessuchasoffice/commercialdevelopment,and/orretailshops,whichthenallowsanewMunicipalCentertobedevelopedontheKnollproperty.”3.ThefollowingtitleblockandreferencetoacquisitionoftheKnollpropertyinFigure6ofthePlan(p.18)forcommunityfacilities,isdeleted: aC) 0SECONDMODIFICATIONTOTHEESTESPARKDOWNTOWNREDEVELOPMENTPROGRAM-PageTwo“Landacquisitionofundevelopedlandrecommendedforcommunityfacilitiesand/orjointdevelopment.”andreplacewiththefollowing:“Proposedprivatedevelopmentsupplementedwithpublicamenities”.4.Thefollowingsectionentitled“IMMEDIATEIMPLEMENTATIONACTIONS”,Item#13,pg.47,isherebydeleted:“Indepthanalysis,discussionsandnegotiationsshouldbecarriedoutwiththeaccommodationsindustryandthepresentownersoftheKnollpropertytoexplorepotentialprivatedevelopmentmeansfortheconstructionofConferenceandConventionfacility.Thesefacilitiescouldrepresentamajoreconomicimpactonthecommunity,butarenotprojectedfromafinancialstandpointtobeundertakenbythepublicagenciesuntilPhaseThreeorFouroftheUrbanRenewalProgram.Everyeffortshouldbemadetofindawaytofinancetheseimprovementsintheimmediatefuture.Privatefoundationsandprivate,non—profitdevelopmentcorporations,areonlyseveralmeanswhichshouldbeexplored.”5.Deletesectiontitled“Conference/ConventionCenter”,pg.8.6.Deletethefollowingsentenceonp.38withinthesectiontitled“MunicipalLeasePurchaseandLeaseBackAgreements”:“Inparticular,theconstructionoftheConference/ConventionfacilitywhichisproposedontheKnollpropertytothenortheastoftheexistingMunicipalCenter,isacandidateforthistypeofarrangement.7.AllotherprovisionsofthePlan,includingthepriormodification,shallremaininfullforceandeffectexceptasspecificallymodifiedherein. 00
