CRESOLUTION20-90ARESOLUTIONOFTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO,AUTHORIZINGTHECONSTRUCTIONOFMARY’SLAKEWATERTREATMENTPLANTWHEREAS,theTownofEstesParkhasenteredintoanAgreementwithRockyMountainConsultantsforthedesignofaWaterTreatmentPlantlocatedonpropertyownedbytheUnitedStatesnearMary’sLake;andWHEREAS,saidWaterTreatmentPlanthasbeendesignedbyRockyMountainConsultants;andWHEREAS,RockyMountainConsultants,onbehalfoftheTownofEstesPark,hasfiledthenecessaryrequestsforpermitsandlicensesfortheconstructionandlocationofaWaterTreatmentPlantonpropertyownedbytheUnitedStatesnearMary’sLake;andWHEREAS,theTownanticipatesreceiptoffinalapprovalofsaidlicensesandpermitsfromtheUnitedStatesauthorizingthelocationandconstructionofaWaterTreatmentPlantonsaidproperty;andWHEREAS,theTownhasreceivedapprovalfromLarimerCounty,Colorado,forlocationandconstructionofaWaterTreatmentPlantonsaidproperty;andWHEREAS,theTownanticipatesfinancingtheconstructionofsaidWaterTreatmentPlantpartiallythroughtheexecutionofaLoanAgreementandGovernmentAgencyBondbetweentheTownandtheColoradoWaterResourcesandPowerDevelopmentAuthority;andWHEREAS,moneysareavailablefromtheColoradoWaterResourcesandPowerDevelopmentAuthoritytoloantotheTownofEstesPark,pursuanttothetermsandconditionsofsaidLoanAgreementandGovernmentalAgencyBond;andWHEREAS,othermoneysareavailabletocompletetheconstructionoftheWaterTreatmentPlantwhencombinedwithmoneysavailablefromtheColoradoWaterResourcesandPowerDevelopmentAuthority;andWHEREAS,theBoardofTrusteesoftheTownofEstesParkhasdeterminedthatitisinthebestinterestsoftheTowntoauthorizetheappropriateofficialsandemployeesoftheTownofEstesParktoproceedwiththeconstructionandcompletionoftheMary’slakeWaterTreatmentPlant. 0‘-I,—,_:1r,L-0itL-I.----j--‘.4-i‘-4.4,.4—-r-13--4I-3ta.tr:.‘: CC,NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO,THAT:1.TheBoardofTrusteesoftheTownofEstesParkherebyauthorizetheappropriateofficialsandemployeesoftheTownofEstesParktoproceedwiththeconstructionandcompletionoftheMary’sLakeWaterTreatmentPlant,pursuanttothedesignofthesamebyRockyMountainConsultants.DATEDthis9thdayofOctober,1990.TOWNOFESTESPARKBy:______________________________MayorATTEST:TownClerk—2— C-.J---0
