Minutes of o meeting of the Board of Trustees of the Town of Estes
Pork,Lorimer County,Colorado.Meeting held in the Town Hall in said Town of Estes Pork

Upon the decision of the Colorado Land Use Commission,in their
letter dated October 30,1984,Mayor H.Bernerd Dannels called to
order a special meeting of the Board of Trustees of the Town of
Estes Park to determine whether or not to designate the Stanley
Hotel area as an area of state interest and consider appropriate
development guidelines if a designation is made.
Representing the Colorado Land Use Commission,Ross Fraser;
Colorado Historical Society,Barbara Sudler,President,and Jim
Hartman,Vice President;Colorado State Archeologist,Leslie
Wildesen;and Barbara Paul representing the National Trust.
Mayor Dannels opened a public hearing.Those offering public
testimony are as follows:
Barbara Sudler —stated the State Historical Society is
terribly proud of the Stanley Hotel and strongly urged the
Board of Trustees to designate the Stanley Hotel area as a
matter of state interest.
Al Sager,Chairman,Estes Park Planning Commission —stated
the sequence of review of both the concept plans and devel
opment plans follow exactly the procedures of our existing
R—2 and/or the final accepted procedures of our forthcoming
C—i and C-2 revised Title 17 Zoning Ordinances.Mr.Sager
expressed concern regarding Item 4 dealing with Architecture
under the Design and Performance Standards of the proposed
Guidelines for Development in Historical Resource Areas of
Statewide Importance in Estes Park.The apparent intent is
to relate to contemporary building style;avoid theme
architecture;require appearance that is visually quiet and
dignified.This is not only difficult to understand,but
next to impossible to control and regulate.The Estes Park
Planning Commission recommend that the Town reject the
designation request.
Frank Normali,Stanley Hotel —stated the proposed guide
lines do a disservice to the Stanley Hotel and many resi
dents of Estes Park and that the guidelines focus only on
view corridors to the Stanley.The larger issue is the
whole eastern entrance to the Town and what development
means to us and our visitors,particularly bad and
high—density development on the proposed 103 acres surround
ing the Stanley Hotel.A “scenic gift”of five acres
located directly in front of the Stanley Hotel has been
donated to the Colorado Historical Society with a promise of
more to come.Mr.Normali urged the Board of Trustees to
declare the Stanley Hotel area a matter of state interest.
Joseph Jenkins,representing Dr.Robert T.Smith —stated
his client owns 51 acres of land (a portion of Tract 4)near
the Stanley Hotel area.In Mr.Jenkins’opinion,there was

no adequate reason to designate the Stanley Hotel area as a
matter of state interest and if the designation is approved,
it would overrule all studies prepared to date.Mr.Jenkins
also urged the Board of Trustees to reject the proposed
guidelines stating they were without foundation.Mr.
Jenkins submitted Exhibits 1 —12 which were photographs
displaying Dr.Smith’s property.The actual appraisal was
not available;however,an estimate for the Smith property
is $7 Million.Mr.Jenkins also urged the Board of Trustees
to follow the Downtown and Comprehensive Plans and institute
the power to have the final approval (over the Estes Park
Urban Renewal Authority)on plans submitted for the Business
District.
Rowland Retrum,private citizen -stated the Town should
take steps necessary to designate the Stanley Hotel area as
a matter of state interest.The proposed guidelines provide
a commendable means for preserving the Stanley Hotel histor
ical site.Mr.Retrum strongly urged the Board of Trustees
to approve the Colorado Land Use request.
Seymour Graham,private citi2en —stated the Historical
Society had been taken very lightly and that it was the duty
of the Town Board not to overlook historic preservation.
The proposed guidelines needed to be reviewed and the
Stanley Hotel should have fair consideratino.
Neil Rosener,private citizen —stated he doesn’t believe
the Town needs State interference;Town Board decisions are
enough.
Anne Moss,private citizen —stated she and her husband
Laurence fully supported the designation request,guidelines
(specifically pages 3 -6),and the interim development
moratorium.
Tom Binstock,private citizen —submitted CR5 31—23—309 —
‘Conflict with other laws’which stated the more restrictive
provisions of such statute or local ordinance or regulation
shall govern.Mr.Binstock supported the designation
request.
Bill Van Horn,Stanley Village —stated Stanley Village
contains 15 acres near the Stanley Hotel area.Mr.Van Horn
stated the 7.6 acres originally placed in the historical
designation was acceptable.Ownership patterns should be
considered;it is difficult to coordinate plans with various
owners.Was there adequate insurance should a calamity
strike the hotel which would allow the hotel to be rebuilt.
The economic benefit to the Town from the Stanley Village
property could not be ignored.Mr.Van Horn expressed the
“premier view”for the Stanley Hotel was the frontal view
from the Highway 34 Bypass.If the Stanley Village property
is excluded,88 acres will remain within the designated
area.The proposed guidelines,in some areas,conflict with
each other.Mr.Van Horn felt it was premature to adopt the
guidelines as proposed.Mr.Van Horn encouraged the desig
nation request be made only for the remaining 88 acres.
Bob Lucas,private citizen —stated the State of Colorado
has questioned the Town Board’s actions by requesting the
designation for the Stanley Hotel area.
Alex Gibson,private citizen —stated he did not agree with
Mr.Van Horn’s statement regarding the “premier view”for
the Stanley Hotel and that the Stanley Village development
should be subject to extensive review.

Luke Danielson,representing Frank Normali —stated a lot of
people care very much about the Stanley Hotel preservation
and urged to have all involved attempt to have a cooperative
process take place with regard to the designation request.
There being no further testimony,Mayor Dannels declared the
hearing closed.
Trustee Wood moved the decision regarding whether or not the Town
of Estes Park should designate the Stanley Hotel area as an area
of state interest and adopt the development guidelines be tabled
for no more than 30 days.Trustee Hix seconded the motion and it
passed unanimously.
There being no further business,the meeting adjourned.
