Meeting called to order by Mayor ...R4VTY .13....T.qgp.t Present:Mayor Harry B.Tregent Trustees:Robert E.Burgess,Byron L. Graves,H.Bernerd Dannels, Margaret Houston,Craig W. Meusel,Robert E.Wagner Also Present:Town Administrator —Dale G.Hill Absent:None Minutes of the regular meeting held July 8,1980 were read and approved as read. Trustee Craig V.Meusel,Chairman of the Code and Sanitation Com mittee,read the minutes of a meeting held July 9,1980 and moved the minutes be approved.Trustee Graves seconded the motion and it passed unanimously. Trustee Robert E.Wagner,Chairman of the Water Committee,read the minutes of a meeting held July 10,1980 and moved the minutes be approved.Trustee flannels seconded the motion and it passed unanimously. Trustee H.Bernerd Dannels,Chairman of the Administrative Com mittee,read the minutes of a meeting held July 16,1980 and moved the minutes be approved.Trustee Wagner seconded the motion and it passed unanimously. Trustee H.Bernerd flannels,Chairman of the Public Works Com mittee,read the minutes of a meeting held July 17,1980 and moved the minutes be approved.Trustee Houston seconded the motion and it passed unanimously. Trustee Margaret Houston,Chairwoman of the Advertising and Public Relations Committee,read the minutes of a meeting held July 21, 1980 and moved the minutes be approved and that the Chamber of Commerce be required to submit its second quarterly report.Trustee Meusel seconded the motion and it passed unanimously. The minutes of the Estes Park Planning Commission meeting held July 15,1980 were read. The Board of Trustees considered a recommendation from the Planning Commission to amend the Municipal Code to allow illuminated neon tubing “vacancy”and “no vacancy”signs.Trustee H.Bernerd flannels moved the Municipal Code not be so amended.Mayor Harry B.Tregent declared the motion “dead”for lack of a second.Trustee Robert E. Wagner moved the Planning Commission proceed with amending the Municipal Code to allow illuminated neon tubing “vacancy”and “no vacancy”signs.Trustee Meusel seconded the motion and it passed by the following votes:Those voting “Yes”Trustees Robert E. Burgess,Byron L.Graves,Craig W.Meusel,Robert E.Wagner, Margaret Houston.Those voting “No”Trustee H.Bernerd flannels. A recommendation was submitted by the Planning Commission to amend the Municipal Code to allow two free standing signs by special exception provided one of the signs is a directory sign.Trustee Robert E.Wagner moved the Municipal Code not be amended as recom mended by the Planning Commission.Trustee flannels seconded the motion and it passed by the following votes:Those voting “Yes” Trustees H.Bernerd flannels,Robert E.Burgess,Byron.L.Graves., Robert E.Wagner.Those voting “No”Trustees Margaret Houston and Craig W.Meusel. Board of Trustees —July 22,1980 —Page Two (2) The Planning Commission recommended that the Municipal Code be amended to include a definition of “curio and gift shops”. Trustee H.Bernerd Dannels moved the Planning Commission proceed with the amendment to the Municipal Code.Trustee Houston seconded the motion and it passed unanimously. A recommendation was also received from the Planning Commission to amend the Municipal Code to prohibit the reconstruction of damaged or destroyed nonconforming structures.Trustee Robert E.Wagner moved that the Planning Commission proceed with the amendment to the Municipal Code.Trustee Meusel seconded the motion and it passed unanimously. Trustee Margaret Houston,Chairwoman of the Complete Count Committee,read the minutes of the final meeting held July 16, 1980. Steve Crawford reported on the progress of the Coors International Bicycle Classic which is scheduled in Estes Park on July 27,1980. He displayed a variety of race posters and pamphlets and reviewed with the Board the advertising efforts and various events associ ated with the race.He also discussed an outstanding bill of $670.21 not yet paid by the Chamber of Commerce for last year’s bicycle race.Because of the Chamber’s present financial posi tion,it cannot pay the debt before the race.Mr.Crawford expressed concern about future bicycle races in Estes Park if past debts are not cleared.Trustee Dannels moved the Town allo cate $670.21 in support of the Coors International Bicycle Classic as advertising for the Town of Estes Park.Trustee Meusel seconded the motion and it passed by the following votes:Those voting Yes”Trustees H.Bernerd Dannels,Byron L.Graves,Craig W.Meusel,Margaret Houston,Robert E.Wagner.Those voting “No” Trustee Robert E.Burgess. Ernie Altick and Bob Richardson appeared to inform the Board of Trustees of the “Way”program which will be initiated in Estes Park by the Rotary Club.The “Way”program is a preventative program for juvenile delinquency which works directly with youth and their families.A fund raising campaign will be initiated this fall.
