At ..Wagner,Margaret HoustonnisoPresent:Town Administrator Dale G.Hill Jack P.Rumley Absent:Trustee H.Bernerd Dannels Minutes of the regular meeting held March 13,1979 were read and approved as read. Trustee Margaret Houston,Member of the Public Works Committee, read the minutes of a meeting held March 15,1979 and moved the minutes be approved.Trustee Swickard seconded the motion.Bill Van Horn appeared at this time to comment on the proposed parking for the recently purchasedBeckord property on Big Horn Drive. Because the property is not presently zoned to allow parking,he felt that the Town has a moral obligation to follow the same pro cedures and requirements that it has set forth for anyone wishing to establish a use not permitted by the zoning of the property. Upon voting,the motion passed by the following votes:Those voting “Yes”Trustees James H.Swickard,Robert E.Burgess,Jack T.Rumley,Margaret Houston.Those voting “No”none. Trustee Robert E.Wagner joined the meeting at this time.fl Trustee James H.Swickard,Chairman of the Public Safety Committee, read the minutes of a meeting held March 22,1979 and moved the minutes be approved.Trustee Houston seconded the motion and the motion unanimously carried. The minutes of the Estes Park Planning Commission meeting held March 20,1979 were read aloud. Trustee Robert E.Wagner introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Mayor and Clerk are hereby authorized and directed to sign the agreement by and between Larimer County and the Town of Estes Park regarding funding and services of the Estes Park Public Library for 1979. Trustee Rumley seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess, Margaret Houston,Jack T.Rumley,James H.Swickard,Robert E. Wagner.Those voting “No”none. Trustee Robert E.Burgess introduced the following resolution and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: 229 March 27 79Q[un f frstn nrk,Lorimer County,Colorado 19 Minutes of a meeting of the Board of Trustees of the Town at Estes Park,Larimer County,Colorado.Meeting held in the Town Hall in sold Town of Estes Park on the day of A.IX 19 at regular meeting hour. Meeting called to order by Mayor Present:Mayor Trustees: Also Present: Absent: That the Mayor and Clerk are hereby authorized and directed to sign the quit claim deed granting to Francis U.Winters a 20’access easement across Town property to his property located in the NE*of the SW*of Section 16,T5N,R73W (Fish Hatchery area). Trustee Houston seconded the motion.The motion passed by the following votes:Those voting “Yes”Trustees Robert IL Wagner, James H.Swickard,Jack T.Rumley,Robert E.Burgess,Margaret Houston.Those voting “No”none. The Board of Trustees considered an application for a change in ownership of the Hotel and Restaurant Liquor License for the Gaslight Pub from present owners Dayton L.and Rosina E.Olson to Mary E.Pagel.Trustee Robert E.Wagner moved the change of ownership be approved.Trustee Swickard seconded the motion and it passed unanimously. Mayor Harry B.Tregent recommended Trustee Robert E.Wagner serve as a liaison to the Estes Park Horse Show and Rodeo Comittee. Trustee Margaret Houston moved the appointment be approved. Trustee Rumley seconded the motion and it passed unanimously. Mayor Harry B.Tregent recommended Trustee Margaret Houston serve as United Nations Day Chairperson for Estes Park on October 24,1979.Trustee Robert E.Burgess moved the appointment be approved.Trustee Swickard seconded the motion and the motion unanimously carried. Ron Carney on behalf of the Estes Park Area Chamber of Commerce requested permission to conduct the following activities and to use Bond Park for the May festival to be held May 19th through 28th: Parade Sidewalk Sale Flea Market Senior Citizens Cabaret Concerts Concession Stands (Jaycee—ettes) Bike—a—Thon Square Dance Demonstrations Game—a—Thon Mayor Harry B.Tregent referred this request to the Public Safety Committee. Merle Abrames,Manager of Public Service Company,presented the Town with the 1978 franchise tax agreement check in the amount of $10,398.87.
