Trustee N.T.Petrocine,Vice Chairman of the Planning Commission,read the minutes of a meeting held February 17,1976. The Town Clerk and Assistant Town Attorney submitted and read in fullthefollowingentitledordinance: AN ORDINANCE AMENDING CHAPTER 14.32 AND TITLE 17 OF TIlE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO SIGNS AND ZONING,AND DECLARING AN flEMERGENCY.jMayorharryB.Tregent proceeded to conduct a public hearing on theproposedamendmentstoChapter14.32 and Title 17 of the Municipal Code of the Town of Estes Park relating to sign regulations. The following persons appeared before the Board speaking in opposi tion to the proposed ordinance: Herbert Blessman Businessman and Resident;also representative of the ad hoc committee comprised of members of the Estes Park Area Chamber of Commerce,Estes Park Accom modations Association,and Estes Park Retail Merchants Sam Ferdinandsten President of Motel Association Betty Brough Resident Bob Olson Representing the Estes Park Retail Merchants Association Charles Herzog Businessman and Resident Evelyn Blessman Business woman and Resident Ward Crowley Businessman and Resident Bob Mobus Businessman Doris Herzog Business woman and Resident Terry Day Businessman Lois Schmidt Business woman and Resident Fred Efken Businessman and Resident Joe Underwood Businessman N?183 toftrn of ztcs ]larlt,Larimer County,Colorado.Eebxur.y...24...,19.7M... Meeting coiled to order by Mayor Present:Mayor Trustees, Also Present, Absent, Randy Harris Businessman and Resident Kyle Twaddle Businessman and Resident Forest Johnson Businessman and Resident Ken Jandrain Businessman A letter dated February 22,1976 was received from harry A. Frumess dba Pioneer Gift Shop opposing the proposed amendments. Meeting called to order by Mayor Present:Mayor Trustees: Also Present:- Absent: 1)That a section 17.66.290 4.be added and stated thusly: 4.Total allowable sign area.The total area of all signs on a lot,or,in the case of a permitted use or uses occupying two or more adjacent lots,the total area of all signs on all such adjacent lots shall not exceed 3.75 square feet for each foot of building frontage,or 15%of the building height multiplied by the length of the building frontage, or the aggregate total of maximum areas of permitted signs,whichever is less.In no event,however,shall the total allowable sign area exceed 150 square feet. 2)That the word “square”be inserted in section 17.66.210 in order to read “(other than a pole 12 square inches or less in cross—sectional area)”. 3)That under the heading “Maximum Sign Area Permitted per Lot1’in Section 17.66.290 3.a—Schedule of Requirements that (a)the statement “15%of wall surface for wall signs” be changed to “15%of wall surface up to 25 feet high, for wall signs”;and (b)the statements “25%of window up to 25%of allowable total sign area”and “Any combination of the above cannot exceed 150 sq.ft.per street frontage” he eliminated. 4)That the minimum clearance above the sidewalk in Section 17.66.300 5.be changed from 8 feet to 9 feet. 5)That the section referred to in Section 17.66.300 8.be changed to “Section 17.66.290 4.” Trustee H.Bernerd flannels moved the five changes suggested by the Assistant Attorney be incorporated into the proposed ordinance.Trustee Prosser seconded the motion.Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess,Glenn Prosser,H.Bernerd flannels,N.T.Petrocine,Rollen Sutter,Robert E. Wagner.Those voting “No”none. Trustee Glenn Prosser moved the ordinance be passed and adopted upon first and final reading.Trustee flannels seconded the motion. Upon roll call the motion passed by the following votes:Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd Dannels,N.T. Petrocine,Glenn Prosser,Robert E.Wagner.Those voting “No”Trustee Rollen Sutter.Whereupon Mayor Harry B.Tregent declared said ordi nance duly passed and adopted and ordered it numbered #11—76 and published according to law. Meeling called to order by Mayor Present:Mayor Trustees; Also Present; Absent; The Town Clerk presented an application for a change in ownershipofaBeer,Wine and Liquor License from Austin J.and Dorothy J.Cooper to Jack H.and A.Nadine Ehekircher dba The Lazy T MotorLodge.A letter of recommendation from Police Chief Robert W.AultandacopyoftherealestatecontractweresubmittedtotheBoard.Trustee Robert E.Wagner moved the Board of Trustees grant the changeofownershipoftheliquorlicense.Trustee Sutter seconded themotion.Upon roll call the motion unanimously carried. Mayor Harry B.Tregent proceeded to conduct a public hearing ontheproposedamendmentstoSection16.08.110 and Chapter 17.08 oftheMunicipalCodeoftheTownofEstesParkrelatingtodefinitionsoflotsetbackandbuildinglines.There were no persons presentspeakinginfavoroforinoppositiontotheproposedamendment. Mayor Harry B.Tregent declared the hearing closed. Trustee H.Bernerd Dannels introduced and the Town Clerk read infullthefollowingentitledordinance,and Trustee Dannels movedtheordinancebepassedandadoptedonfirstandfinalreading: AN ORDINANCE AMENDING SECTION 16.08.110 AND CHAPTER 17.08 OF THE MUNICIPAL CODE OF THE TOWN OF ESThS PARK,COLORADO,RE LATING TO DEFINITIONS OF LOT SETBACK AND BUILDING LINES. Trustee Robert E.Burgess seconded the motion.Upon roll call themotionpassedbythefollowingvotes:Those voting “Yes”Trustees Robert E.Burgess,H.Bernerd Dannels,N.T.Petrocine,GlennProsser,Rollen Sutter,Robert E.Wagner.Those voting “No”none. Whereupon Mayor Harry B.Tregent declared said ordinance duly passedandadoptedandordereditnumbered#9 —76 and published according to law. Trustee Robert E.Burgess introduced and the Town Clerk read in fullthefollowingentitledordinance,and Trustee Burgess moved the ordinancebepassedandadoptedonfirstandfinalreading: AN ORDINANCE AMENDING CHAPTERS 9.100 AND 9.102 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RELATING TO ALARM SYSTEMS,INCLUDING FIRE AND BURGLAR ALARM DEVICES;REQUIRING PERMITS FOR THE SAME; PROVIDING FOR THE SUSPENSION OR REVOCATION OF SUCH PERMITS:AND ESTABLISHING REGULA— N9 186 UIobn ci 6ICS urh,Larimer County,Colorcdc .4.w7.Q... Trustee H.Bernerd Dannels,Chairman of the Public Works Committee,read the minutes of a meeting held February 19,1976 and moved the minutes be approved.Trustee Petrocine seconded the motion. Upon roll call the motion unanimously carried. The 1975 annual report of the Firemen’s Pension Fund was submittedtotheBoardofTrustees.Trustee Glenn Prosser movedthereportbeaccepted.Trustee Dannels seconded the motion.
