Minutes of a regular meeting held on July 8,1974,and minutes of a special
meeting held on July 9,1974,were read and approved as read.-
The Board of Trustees proceeded to conduct a public hearing regarding the
adoption of the Model Traffic Code for Colorado Municipalities)1973 Edition.
There were no persons present speaking in favor of or in opposition to the
ordinance.Mayor Harry B.Tregent declared the hearing closed.
Trustee Robert E.Wagner introduced and the Town Clerk read in full the following
entitled ordinance and Trustee Wagner moved it be passed and adopted on second
and final reading:
AN ORDINANCE FOR THE REGULATION OF TRAFFIC
BY THE TOWN OF ESTES PARK,COLORADO FOR THE
PURPOSE OF PROVIDING A SYSTEM OF TRAFFIC
REGULATIONS CONSISTENT WITH STATE LAW AND
GENERALLY CONFORMING TO SIMILAR REGULATIONS
THROUGHOUT THE STATE AND ThE NATION;ADOPTING
BY REFERENCE THE 1973 EDITION OF THE “MODEL
TRAFFIC CODE FOR COLORADO MUNICIPALITIES”;
REPEALING ALL ORDINANCES IN CONFLICT THERE
WITH;AND PROVIDING PENALTIES FOR VIOLATION
THEREOF;AND AMENDING SECTION 10.04.010 OF
THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO.
Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed
by the following votes.Those voting “Yes”Trustees Robert E.Burgess,N.T.
Petrocine,Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those voting “No”
none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and
adopted and ordered it numbered 16—74 and published according to law.
The Board of Trustees proceeded to conduct a public hearing regarding the
adoption of the “The Uniform Mechanical Code”,1973 Edition.There were no persons
present speaking in favor of or in opposition to the ordinance.Mayor Harry B.
Tregent declared the hearing closed.
Trustee Robert E.Burgess introduced and the Town Clerk read in full the following
entitled ordinance and Trustee Burgess moved it be passed and adopted on second
and final reading:
AN ORDINANCE REGULATING THE ERECTION,INSTALLATION,
ALTERATION,REPAIR,RELOCATION,REPLACEMENT,ADDITION
TO,USE,OR MAINTENANCE OF ANY HEATING,VENTILATING,
COOLING,REFRIGERATION SYSTEMS,INCINERATORS OR OTHER
MISCELLANEOUS HEAT—PRODUCING APPLIANCES;ADOPTING BY
REFERENCE THE UNIFORM MECHANICAL CODE,1973,EDITION:
AMENDING SECTION 14.16.010 OF THE MUNICIPAL CODE OF THE
TOWN OF ESTES PARK,COLORADO;AND PROVIDING PENALTIES FOR
VIOLATION THEREOF.

The Board of Trustees proceeded to conduct a public hearing regarding the adoption
of the “Uniform Code For The Abatement of Dangerous Buildings”,1973 Edition.
There were no persons present speaking in favor of or in opposition to the ordinance.
Mayor Harry B.Tregent declared the hearing closed.
Trustee N.T.Petrocine introduced and the Town Clerk read in full the following
entitled ordinance and Trustee Petrocine moved it be passed on second and final
reading:
AN ORDINANCE FOR THE ABATEMENT OF DANGEROUS BUILDINGS;
ADOPTING BY REFERENCE THE UNIFORM CODE FOR THE ABATEMENT
OF DANGEROUS BUILDINGS,1973 EDITION;AMENDING SECTIONS
14.48.010,14.48.020 AND 14.48.030 OF THE MUNICIPAL CODE
OF THE TOWN OF ESTES PARK,COLORADO;AND PROVIDING PENAL
TIES FOR VIOLATION THEREOF.
Trustee Robert E.Wagner seconded the motion.Upon roll call the motion passed
by the following votes.Those voting “Yes”Trustees Glenn Prosser,Rollen Sutter,
Robert E.Wagner,Robert E.Burgess,N.T.Petrocine.Those voting “No”none.
Whereupon Mayor Harry 3.Tregent declared said ordinance duly passed and adopted
and ordered it numbered l8-74 and published according to law.
The Board of Trustees proceeded to conduct a public hearing regarding the adoption
of the “Uniform Building Code”,1973 Edition.There were no persons present
speaking in favor of or in opposition to the ordinance.Mayor Harry B.Tregent
declared the hearing closed.

entitled ordinance and Trustee Sutter moved it be passed and adopted on second
and final reading:
AN ORDINANCE REGULATING BUILDING IN THE TOWN OF ESTES PARK,
COLORADO;ADOPTING BY REFERENCE THE UNIFORM BUILDING CODE,
1973,EDITION;AMENDING SECTIONS 14.12.010,14.12.020,14.12.030
AND 14.12.040 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,
COLORADO;AND PROVIDING PENALTIES FOR VIOLATiON THEREOF.
Trustee H.Bernerd Dannels seconded the motion.Upon roll call the motion passed by
the following votes.Those voting “Yes”Trustees Rollen Sutter,Robert E.Wagner,
Robert E.Burgess,H.Bernerd Dannels,N.T.Petrocine,Glenn Presser.Those voting
“No”none.Whereupon Mayor Harry B.Tregent declared said ordinance duly passed and
adopted and ordered it numbered 19—74 and published according to law.
The Board of Trustees proceeded to conduct a public hearing regarding the adoption
of the “Technical Plumbing Code of The State of Colorado”,1972 Edition.There were
no persons present speaking in favor of or in opposition to the ordinance.Mayor
Harry B.Tregent declared the hearing closed.

entitled ordinance and Trustee Wagner moved it be passed and adopted on second
and final reading:
AN ORDINANCE REGULATING PLUMBING AND
THE INSTALLATION THEREOF;ADOPTING BY
REFERENCE THE TECHNICAL PLUMBING CODE
OF THE STATE OF COLORADO,1972,EDITION;
AMENDING CHAPTER 14.24 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO;
All])PROVIDING PENALTIES FOR VIOLATION
THEREOF.
Trustee Rollen Sutter seconded the motion.Upon roll call the motion passed
by the following votes.Those voting “Yes”Trustees Robert F.Wagner,Robert E.
Burgess,N.T.Petrocine,Glenn Prosser,Rollen Sutter,H.Bernerd Dannels.
Those voting TIN0O none.Whereupon Mayor Harry B.Tregent declared said ordinance
duly passed and adopted and ordered it numbered 20—74 and published according
to law.
Trustee Glenn Prosser,Chairman of the Water Committee,read the minutes of the
meeting held on July 18,1974,and moved the minutes be approved.Trustee H.
Bernerd Dannels seconded the motion.Upon roll call the motion unanimously carried.
Trustee Robert E.Burgess introduced the following resolution and moved it be
passed and adopted:
RESOLUTION
WHEREAS,the Board of Trustees of the Town of Estes Park,Colorado,
has heretofore entered into certain agreements and arrangements whereby the Town
has a preferential right to an allotment of water from the Municipal Subdistrict,
Northern Colorado Water Conservancy District,and
WHEREAS,such preferential right exceeds the volume of water which
the Board of Trustees feels is necessary to supply the Estes Park water system,and
WHEREAS,the Platte River Power Authority,an agency and instru
mentality of the Town of Estes Park,Colorado,has expressed a desire to obtain
the Town’s rights in excess of the rights deemed necessary by the Town for its
own purposes and is willing to reimburse the Town for its expenses incurred to date,
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF ESTES PARK,COLORADO:
That the Mayor and Town Clerk be and they are hereby authorized
to enter into an Agreement assigning one—half (1/2)of the Town’s preferential
right to contract for an allotment with Municipal Subdistrict,Northern Colorado
Water Conservancy District unto Platte River Power Authority in accordance with
the terms of this Resolution.
The Town Clerk •read the Assignment by and between the Platte River Power Authority
and the Town Of Estes Park.

Trustee Robert E.Wagner introduced the following resolution and moved it be
passed and adopted.
RESOLUTION
WHEREAS,the Town of Estes Park,Colorado,has previously entered
into agreements and arrangements whereby the Town of Estes Park,Colorado,has
a preferential right to an allotment of water from Municipal Subdistrict,Northern
Colorado Water Conservancy District,and
WHEREAS,the Board of Trustees of the Town of Estes Park,
Colorado,deems it necessary in the best interests of the Town of Estes Park
to apply for a portion of the allotment available under such preferential right,
based upon the projected needs of the Town of Estes Park for water,
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF ESTES PARK,COLORADO:
That the Mayor and Town Clerk be and they are hereby authorized
and directed to enter into an Application to Municipal Subdistrict,Northern
Colorado Water Conservancy District,on its standard Water Allotment Contract
form,for 40 units of water as defined in said Agreement,and to do each and
every other thing necessary and proper to secure to the Town of Estes Park,
Colorado,the allotment therein applied for.
The Town Clerk read the-Application Ta Municipal Subdistrict,Northern Colorado
Water Conservancy District.For Water Allotment Contract.

Trustee Robert E.Burgess,Chairman of the Public Safety Committee,read the
minutes of the meeting held on July 15,1974,and moved the minutes be approved.
Trustee N.T.Petrocine seconded the motion.Upon roll call the motion passed by
the following votes.Those voting “Yes”Trustees N.T.Petrocine,Glenn Prosser,
Robert E.Burgess,H.Bernerd flannels.Those voting “No”Trustees Rollen Sutter,
Robert E.Wagner.
Trustee Glenn Prosser,Chairman of the Estes Park Planning Commission,read
the minutes of the meeting held on July 16,1974,and moved the minutes be
approved.
Trustee H.Bernerd flannels,Chairman of the Public Works Committee,read the
minutes of the meeting held on July 18,1974,and moved the minutes be approved.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion unanimously
carried.

The Clerk submitted a letter to the Board from the Pleasant Valley Baptist
Church,Liberty,Missouri,requesting the use of Bond Park the evening of
August 13,1974,for their Choir to perform a musical “It’s Cool in the
Furnace”.Trustee N.T.Petrocine moved the request be given approval.
Trustee Robert S.Burgess seconded the motion.Upon roll call the motion
unanimously carried.
The Clerk also read correspondence from Mrs.Conrad Ball and King Shret
regarding the water pressure in the high area above Devils Gulch Road.
Mr.Fred Carpenter,Manager of the Upper Thompson Sanitation District,appeared
before the Board requesting consideration of re—locating the Town’s two sewer
lines.Mayor Harry B.Tregent referred this request to the Public Works Conmiittee.
Mr.Bob Bemiss,of the Estes Valley Improvement Association,congratulated
the Board on their decision regarding the Windy Cap Project and offered the
support of the Estes Valley Improvement Association.
There being no further business,it was regularly moved,seconded and carried
the meeting adjourn.
