Also Present:Town Administrator and Prosser,Rollen Sutter,Robert E.
Clerk Dale C.Hill Wagner
Absent:None
Minutes of a regular meeting held on October 29,1973,were read and approved
as read.
Trustee Robert B.Wagner moved the following bills be allowed and paid and
the Clerk be authorized to draw warrants for same.(A Certified copy of the
bills read and allowed are on file in the office of the Town Clerk under this
date and made a part of the record of these proceedings by reference thereto.)
Trustee Robert E.Burgess seconded the motion.Upon roll call the motion passed
by the following votes.Those voting “Yes”Trustees Robert B.Burgess,H.Bernerd
Dannels,N.T.Fetrocine,Glenn Prosser,Rollen Sutter,Robert E.Wagner.Those
voting “No”none.
The Board of Trustees proceeded to conduct a public hearing regarding a proposed
ordinance amending Chapter 17.64 of the Municipal Code of the Town of Estes
Park,Colorado relating to Off—street Parking.Bill Van Horn explained the
present ordinance and the changes that would be made if the proposed ordinance is
adopted.Pat Ash appeared before the Board and spoke in opposition to the
ordinance and questioned the constitutionality of the total Off—Street Ordinance.
Mayor Harry B.Tregent declared the hearing closed.
Trustee Glenn Prosser introduced and the Town Clerk read in full,the
following entitled ordinance and Trustee Prosser moved it be passed and
adopted on first and final reading:
AN ORDINANCE AJIENDING CHAPTER 17.64 OF THE MUNICIPAL CODE OF
THE TOWN OF ESTES PARK,COWRADO,RElATING TO OFF-STREET
PARKING.
Trustee H.Bernerd flannels seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees H.Bernerd Dannels.
N.T.Petrocine,Glenn Prosser,Rollen Sutter,Robert E.Wagner,Robert B.Burgess.
Those voting “No”none.Whereupon Mayor Harry B.Tregent declared said ordinance
duly passed and adopted and ordered it numbered 28—73.
Trustee Rollen Sutter,Chairman of the Code and Sanitation Committee,reported
on a meeting as itemized in the minutes of October 30,1973,and moved that the
minutes be approved and adopted.Trustee Robert E.Wagner seconded the motion.
Upon roll call the motion unanimously carried.
The Town Administrator read the proposed 1974 land Fill Agreement in full.
Trustee Glenn Prosser introduced the following resolution and moved it be
passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
COLORADO;
That the land Fill Agreement between the Town of Estes Park and Estes
Park Sanitation,Inc.,for the year 1974,as amended by adding to Paragraph
No.9 a statement that the Contractor shall remove blowing debris from the
adjoining properties,be approved and that the Mayor and Clerk are hereby
authorized and directed to sign said agreement.

Dannels.Those voting “No”none.
Trustee N.T.Petrocine,Chariman of the Light and Power Conunittee,reported
on a meeting as itemized in the minutes of November 2,1973,and moved that
the minutes be approved and adopted.Trustee Robert E.Wagner seconded the
motion.Upon roll call the motion unanimously carried.
Trustee Glenn Prosser,Chairman of the Water Coinnittee,reported on a
meeting as itemized in the minutes of November 5,1973,and moved that
the minutes be approved and adopted.Trustee H.Bernerd Dannels seconded
the motion.Upon roll call the motion unanimously carried.
Trustee Glenn Prosser,Chairman of the Estes Park Planning Connuission read
a letter dated October 29,1973,addressed to the Board of Trustees requesting
that the Town enter into an agreement with R.V.lard and Associates,Inc.,
of Boulder,for Phase I of a planning agreement in the amount of $2,700.00.
Trustee Prosser moved that the Town procede with the above mentioned agreement
as quickly as possible.Trustee N.T.Petrocine seconded the motion.Upon
roll call the motion passed by the following votes.Those voting “Yes”Trustees
Glenn Prosser,Rollen Sutter,Robert B.Wagner,Robert B.Burgess,H.Bernerd
Dannels,N.T.Petrocine.Those voting “No”none.
Trustee Robert B.Wagner moved that the liquor licens rehewal application,
submitted by Lambert L.Chrastil dba American Legion Post,be approved.
Trustee Robert B.Burgess seconded the motion.Upon roll call the motion
unanimously carried.
Trustee Robert E.Burgess moved that the liquor License renewal application,
submitted by Dorothea Mutchier dba Rock Acres Dining Room,be approved.
Trustee Rollen Sutter seconded the motion.Upon roll call the motion unanimously
carried.
Trustee Rollen Sutter moved that the liquor license renewal application,
submitted by William and Robert Burgess dba Old Plantation Restaurant,be
approved.Trustee Robert E.Wagner seconded the motions Upon roll call the
motion unanimously carried.
Trustee Robert B.Wagner moved that the liquor license renewal application,
submitted by Nary N.Kelley dba Range Restaurant,be approved.Trustee
Rollen Sutter seconded the motion.Upon roll call the motion unanimously
carried.
Trustee N.T.Petrocine moved that the liquor license renewal application,
submitted by Barbara A.Lopez dba Jack’s Cottage Inn,be approved.Trustee
Robert B.Wagner seconded the motion.Upon roll call the motion unanimously
carried.

Trustee Rollen Sutter moved that the liquor license renewal application,submitted by Charles J.and Doris H.Fazio dba Mountain Dew Liquor,beapproved.Trustee II.Bernerd flannels seconded the motion.Upon roll callthemotionunanimouslycarried.
Trustee Robert E.Wagner moved that the liquor license renewal application,
submitted by Nicholas and Penny Lee Kane dba Nickys Restaurant,be approved.Trustee H.Bernerd flannels seconded the motion.Upon roll call the motion
unanimously carried.
The Board of Trustees proceeded to review the Christmas Lighting Program fortheTownofEstesParkinrelationtothecurrentenergycrisis.The Board
decided to cancel the $100.00 Christmas Lighting prize as previously approved.
The following Christmas displays will be erected:
Spruce Trees -Bond Park
Star —Little Prospect
Santa Claus —Above parking lot
Nativity -Bond Park
Town Hall,Chamber and Library -Lights
Card Shop —West side Town Hall
Carolers -Counnunity Church
Bugville -Bond Park
Stars -Town Hall Windows
The following Christmas displays will not be erected:
Christmas Trees —Light Poles
Crosses —Big Prospect North of Town
Holy Figure -Above West Elkhorn
Shepehrds,Sheep &Wisemen -Across River
Shoe —Legion
Seasons Greeting -Highways 36 and 34
The Board of Trustees also directed the Bond Park lights be placed on a
separate switch arrangement so that they can be turned off at 10:00 P.M.
each evening by the Police Department.
There being no further business,it was regularly moved,seconded and carried
that the neeting adjourn.
