Absent:
Minutes of the regular meeting held on August 9,1971,were read and
approved as read.
The agreement,dated August 23,1971,by and between the Town of Estes
Park and Mr.0.A.Lienemann was read in full to the Board of Trustees.
Trustee Henry 0.flannels introduced the following resolution and moved
it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
COlORADO:
That the Mayor and Clerk are hereby authorized to sign the agreement
dated August 23,1971,by and between the Town of Estes Park and Mr.
D.A.Lienemann for the purpose of furnishing water.
Trustee Marvin L.Steele seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.
Brownfield,Henry D.flannels,N.T.Petrocine,Glenn Prosser,Marvin L.
Steele,Harry B.Tregent.Those voting “No”none.
Town Attorney Ernest C.Hartwell read in full the following ordinance
repealing Chapter 21 and re—enacting the amendments relating to planning,
annexation and subdivisions.Trustee Glenn Prosser moved this ordinance
be passed and adopted on first and final reading:
AN ORDINANCE REPEALING CHAPTER 21 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COlORADO,AND
REENACTING WITH AMENDMENTS RELATING TO PLANNING,
ANNEXATIONS AND SUBDIVISIONS.
Trustee Gerald H.Brownfield seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Trustees Gerald
H.Brownfield,Henry P.flannels,N.T.Petrocine,Glenn Prosser,Marvin
L.Steele,Barry B.Tregent.Those voting “No”none.Whereupon Mayor
Ronald C.Brodie declared said ordinance duly passed and adopted and
ordered it numbered 18—71 and published according to law.
Mayor Brodie excused Trustee Petrocine from the meeting.
Trustee Gerald H.Brownfield introduced and Town Attorney Ernest C.
Hartwell read in full the following entitled ordinance and Trustee
Brownfield moved it be passed on first and final reading:
AN ORDINANCE AMENDING SECTIONS 16.4 AND 16.5 OF THE
MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COlORADO,
RELATING TO ACCUMULATIONS OF JUNK,TRASH AND WASTE
MATTER,
Trustee Henry 0.Dannels seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.

declared said ordinance duly passed and adopted and ordered it numbered

Trustee Henry 0.Dannels introduced and Town Attorney Ernest G.Hartwell
read in full the following entitled ordinance and Trustee flannels moved
it be passed an first reading and that a public hearing be conducted on
September 13,1971:
AN ORDINANCE AMENDING SECTIONS 12.9-1,12.10-1,
12.10-A I-I AND 12.12 OF THE MUNICIPAL CODE OF
THE TOWN OF ESTES PARK,COWRADO,RELATING TO
ZONING AND SPECIAL REVIEW PROCEDURES.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.fl
Brownfield,Henry D.flannels,Glenn Prosser,Marvin L.Steele,Harry B.
Tregent.Those voting “No”none.Whereupon Mayor Ronald C.Brodie

Trustee Gerald H.Brownfield seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Trustees

Harry B.Tregent.Those voting “No”none.Whereupon Mayor Ronald C.
Brodie declared said ordinance duly passed on first reading.
The Town Clerk submitted an application for renewal of a 3.25 fermented
malt beverage license for Wayne and Leola Richardson dba Wayne Richardson
Super Food Market,350 W.Riverside Drive,Estes Park,Colorado.Trustee
Gerald H.Brownfield moved the application be approved.Trustee Glenn
Prosser seconded the motion.Upon roll call the motion unanimously
carried.Ii
The Firemen’s Pension Fund report,dated August 20,1971,was
presented to the Board of Trustees.Trustee Henry D.Dannels moved the
acceptance of this report.Trustee Glenn Prosser seconded the motion.
Upon roll call the motion unanimously carried.
Trustee Glenn Presser,Chairman of the Estes Park Planning Commission
read the minutes of the meeting on August 17,1971.

Trustee Gerald H.Brownfield moved that the Board of Trustees conduct a
public hearing on the proposed rezoning from the existing R-l to R-2
Multiple Family District for Lot 20,Bonnie Brae Addition to the Town
of Estes Park,Colorado,(Kinnikinnik Motor Lodge)at 7:30 P.M.on
September 27,1971.Trustee Glenn Prosser seconded the motion.Upon
roll call the motion unanimously carried.
Contract No.14—06—700-615 ,Town of Estes Park,Exhibit A (Revision
No.8)with the United States of America for the purchase of power from
the Bureau of Reclamation was read to the Board of Trustees in full.
Trustee Harry B.Tregent introduced the following resolution and moved
it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESThS PARK,
C0WRAD0:
That the Mayor and Clerk are hereby authorized to sign Exhibit A,
Revision No.8,of Contract No.14—06-700-615 by and between the Town of
Estes Park and the United States of America for the purchase of power.
Trustee Gerald II.Brownfield seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Trustees Gerald
H.Brownfield,Henry P.Dannels,Glenn Prosser,Marvin L.Steele,Harry
B.Tregent.Those voting “No”none.
Trustee Gerald H.Brownfield moved that Mr.Eyler D.larson’s position
of Building Inspector be terminated as of August 20,1971.Trustee
Glenn Prosser seconded the motion.Upon roll call the motion unani
mously carried.
Mayor Ronald C.Brodie proceeded to appoint William Van Horn as Town
Engineeer,Building Inspector,Zoning Administrator and Planner.Trustee
Marvin L.Steele moved that the Board of Trustees confirm Mr.Van Horn’s
appointment.Trustee Glenn Prosser seconded the motion.Upon roll call
the motion unanimously carried.
An escrow agreement by and between the Town of Estes Park and Rock Ridge
Development Corporation in the amount of $1,500.00 providing for storm
water drainage was read in full to the Board of Trustees.Trustee Marvin
L.Steele introduced the following resolution and moved it be passed and
adopted:
RESOLUTION
That the Mayor and Clerk are hereby authorized to sign the escrow
agreement by and between the Town of Estes Park and Rock Ridge Develop
ment Corporation in the amount of $1,500.00 for the purpose of installing
storm water drainage.

Trustee Glenn Prosser moved that the Town of Estes Park accept the
proposal for a sewer study by Phillips,Carter,Reister and Associates,
dated August 6,1971,and that this study be started immediately.
Trustee Gerald H.Brownfield seconded the motion.Upon roll call the,
motion unanimously carried.
A letter,dated August 20,1971,from the insurance company’s attorney,
Mrs.Sonja E.Warberg,advising the Town that the William E.Robertson
slip and fall case was settled,was read in full to the Board of
Trustees.
There being no further business,it was regularly moved,seconded and
carried that the meeting adjourn.
