Trustee Henry D.Dannels moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.)Trustee Gerald H.Brownfield seconded the motion. Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Gerald H.Brownfield,Henry D.flannels,N.T.Petrocine, Glenn Prosser,Marvin L.Steele,Harry B.Tregent.Those voting “No” none. The Model Traffic Code for Colorado Municipalities,revised 1970 and the Uniform Traffic Control Devices for all Classes of Streets and Highways, dated 1968,were read in full to the Board of Trustees as follows: Chief Robert A.Ault —the first half of Uniform Control Device. Sergeant Norman Putt -the second half of Uniform Control Device. Sergeant Robert Elste —the first thirteen sections of the Model Traffic Code. Officer Earl Cate —the last twelve sections of the Model Traffic Code. Trustee N.T.Petrocine introduced and the Clerk read in full the follow ing entitled ordinance and moved it be passed on first reading: AN ORDINANCE FOR THE REGUlATION OF TRAFFIC WITHIN TIE TOWN OF ESTES PARK,COWRADO,ADOPTING BY REFERENCE TIE “MODEL TRAFFIC CODE FOR COWRADO MUNICIPALITIES” As APPROVED AND PUBLISHED IN 1970 BY ThE DEPARTMENT OF HIGHWAYS OF THE STATE OF COlORADO AND INCLUDING IN SAID CODE REFERENCES TO A SECONDARY CODE OFFICIALLY TITLED “UNIFORM TRAFFIC CONTROL DEVICES FOR ALL ClASSES OF STREETS AND HIGHWAYS”OF CURRENT ISSUE AlSO PUBLISHED BY TIE STATE DEPARTMENT OF HIGHWAYS.AMENDING SECTION 19.1 OF TIE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COlORADO,AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE. Trustee Gerald H.Brownfield seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Gerald H.Brownfield,Henry D.Dannels,N.T.Petrocine,Glenn Prosser,Marvin L.Steele,Harry B.Tregent.Those voting “No”none.Whereupon Mayor Ronald C.Brodie declared said ordinance duly passed on first reading. Meeting called to order by Mayor Present:Mayor Trustees:Ffl Also Present: Absent: David Il.Raines,local manager of San Juan Tours,Inc.,appeared before the Board and requested a designated taxi stand near the Town Hall. Trustee Gerald H.Brownfield moved that the Board recommend to the Traffic Engineer “Police Chief Ault”that he designate a taxi stand on Virginia Drive imediately west of the Town Hall and that the taxi stand not be designated in front of the Chamber of Commerce.Trustee Marvin L.Steele seconded the motion.Upon roll call the motion un animous ly carried. Mrs.Dorothy Mutchler and Mrs.Fred Keck appeared before the Board and commended them for their efforts in designing parking lots and urging them to continue the plan. Mr.Dunn Krahl of Boettcher and Company and fiscal agent for the Town of Estes Park explained to the Board of Trustees the necessary legal proceedings for the sale of $600,000 in General Obligation Water Bonds. TOWN OF ESTES PARK ) The Board of Trustees of the Town of Estes Park,Larimer County, Colorado,met in regular session in full conformity with law and the ordinances and rules of said Town,at the Town Hall,Estes Park,Colorado, the regular place of meeting of said Board,on Monday,14th day of June, 1971,at 7:30 P.M.,at which meeting there were present and answering at roll call: Mayor:Ronald C.Brodie Trustees:Gerald H.Brownfield Henry D.flannels N.T.Petrocine Glenn Prosser Marvin L.Steele Harry B.Tregent Town Clerk:Dale G.Hill Town Treasurer:Henry D.flannels Absent:None Thereupon Trustee Henry D.flannels introduced and there was read in full the following Ordinance: AN ORDINANCE TO CONTRACT AN INDEBTEDNESS ON BEHALF OF TITh TOWN OF ESTES PARK,COLORADO,AND UPON CREDIT THEREOF BY ISSUING GENERAL OBLIGATION BONDS OF SAID TOWN IN THE PRINCIPAL AJ4OUNT OF $600,000 FOR THE PUR POSE OF SUPPLYING THE TOWN WITH WATER BY EXTENDING AND IMPROVING THE WATERWORKS SYSTEM THEREOF;PRES CRIBING THE FORM OF SAID BONDS;PROVIDING FOR THE LEVY OF TAXES TO PAY TIlE SANE;AND DECLARING AN EMERGENCY. Meeting called to order by Mayor ...$?99J51...PFPfA Present:Moyor Trustees: Also Present: Absent: It was then moved by Trustee Henry D.flannels and seconded by Trustee Glenn Prosser,that all rules of this Board,which,unless sus pended,might prevent the final passage and adoption of this Ordinance at this meeting,be and the same are hereby suspended. The question being upon the adoption of said motion and the sus pension of the rules,the roll was called with the following result; Those voting AYE; Trustees:Gerald H.Brownfield Henry D.flannels N.T.Petrocine Glenn Prosser Marvin L.Steele Harry B.Tregent Those voting NAY:None Six members of the Board of Trustees having voted in favor of said motion,the presiding officer declared said motion carried and the rules suspended. Trustee Henry 0.flannels then moved that said Ordinance be passed and adopted as read.Trustee N.T.Petrocine seconded the motion. Trustee Henry D.Dannels introduced the following entitled ordinance and moved it be passed and adopted on second and final reading: SEMI-ANNUAL APPROPRIATION ORDINANCE OF THE MUNICIPAL WATER J DEPARTMENT OF THE TOWN OF ESTES PARK,COLORADO,DURING THE PERIOD BEGINNING JITLY 1,1971,AND ENDING DECEMBER 31,1971. Trustee Marvin L.Steele seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Gerald H. Brownfield,Henry D.Dannels,Glenn Prosser,Marvin L.Steele,Harry B. Tregent.Those voting “No”none.Whereupon Mayor Ronald C.Brodie de clared said ordinance duly passed and adopted and ordered it numbered 12—71 and published according to law. The Board of Trustees proceeded to open bids for the sale of Units G—4l and 0—51.The following bids were received and noted: Leo Baker $163.00 Dave Gavell 150.00 Tyson Motors 239.99 Trustee Gerald H.Brownfield moved that the high bid as submitted by Tyson Motors be accepted.Trustee Glenn Prosser seconded the motion. Upon roll call the motion unanimously carried. Trustee Harry B.Tregent reported on a Public Safety Committee meeting as itemized in the minutes of May 26,1971,and moved that the minutes be approved and adopted.Trustee Gerald H.Brownfield seconded the motion.Upon roll call the motion unanimously carried. Trustee Henry D.Dannels,Chairman of the Water Committee,reported on a Water Committee meeting as itemized in the minutes of June 7,1971, and moved that the minutes be approved and adopted.Trustee Glenn Prosser seconded the motion.Upon roll call the motion unanimously carried. Meeting coDed to order by Mayor ...‘1:’?95.Brodie Present:Mayor Trustees: Also Present: Absent: The legal opinion in regard to the request for a bridge by William and Robert Burgess in back of the Plantation Restaurant was reviewed by the Board.Trustee Marvin L.Steele moved that the request for a bridge across Fall River from the number six parking lot to the rear of the Plantation Restaurant be denied.Trustee Harry B.Tregent seconded the motion.Upon roll call the motion unanimously carried. The minutes of the Board of Adjustment meeting of May 26,1971,were read to the Board of Trustees by the Board of Adjustment Chairman, Henry 0.flannels. Trustee Gerald H.Brownfield moved that the Estes Park Jaycees be given permission to conduct a public fire works display at Lake Estes on July 4,1971.Trustee Henry 0.flannels seconded the motion.Upon roll call the motion unanimously carried. The proposed contract between the Rocky Mountain National Park Service and the Town of Estes Park for approximately 25,000 feetof the under ground power line was read in full and discussed at length by the Board of Trustees.Trustee Harry B.Tregent introduced the following resolu tion and moved it be passed and adopted: RESOLUTION BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,COLORADO: That the Mayor and Clerk be and are hereby authorized to sign the proposed contract between the Rocky Mountain National Park Service and the Town of Estes Park for the installation of approximately 25,000 feet of underground power lines subject to the approval of the Town of Estes Park legal counsel. Trustee Gerald H.Brownfield seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Gerald H.Brownfield,Henry P.Dannels,Glenn Prosser,Marvin L.Steele, Harry B.Tregent.Those voting “No”none. Trustee Gerald H.Brownfield introduced the following ordinance and moved it be passed on first and final reading: AN ORDINANCE AIYWNDThG SECTIONS 12.12-2(8)AND 12.12-2(13)OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,RElATING TO SIGNS. Whereupon Mayor Ronald C.Brodie declared said ordi and adopted and ordered it numbered 13—71 and published Marvin L.Steele,Chairman of the Public Works Committee,reviewed the proposed curb cuts and driveway entrance at the 7—11 Store.After considerable discussion,Trustee Glenn Prosser moved that Trustee Steele and Town Administrator Dale G.Hill be authorized to resolve this matter.Trustee Gerald H.Brownfield seconded the motion.Upon roll call the motion unanimously carried. A letter,dated May 25,1971,from Mr.George L.Mowery was read to the Board of Trustees.This letter contained Mr.Mowery’s resignation, effective June 7,1971.
