Minutes of the regular meeting held April 26,1971,were read and approved
as read.
Trustee Henry U.flannels moved the following bills be allowed and paid
and the Clerk be authorized to draw warrants for same.(A Certified copy
of the bills read and allowed are on file in the office of the Town Clerk
under this date and made a part of the record of these proceedings by
reference thereto.)Trustee Glenn Prosser seconded the motion.Upon
roll call the motion passed by the following votes.Those voting “Yes”
Trustees Gerald H.Brownfield,Henry U.Dannels,N.T.Petrocine,Glenn
Prosser,Marvin L.Steele.Those voting “No”none.
Mr.Paul Wykert,Assistant Superintendent of the National Park Service
and Mr.Steve Hickman,Camp Director of the National Park Service for
the Youth Conservation Corps,explained the Corps program to the Board
of Trustees.This is a three year pilot ‘program.During the summer
of 1971,thirty boys will be established in a camp in the Rocky Mountain
National Park.
Trustee Gerald H.Brownfield introduced the following resolution and
moved it be passed and adopted:
RESOLUTION
BE IT RESOLVED BY ThE BOARE OF TRUSTEES OF ThE TOWN OF ESTES PARK,
COLORADO,THAT
WHEREAS,the Town of Estes Park is aware of the need for additional
recreation and open space ground,and
WHEREAS,this parcel of ground lies on a direct route between the
Marys Lake and Lake Estes recreational areas,and
WHEREAS,the Town of Estes Park has determined that the following
parcel of ground is needed to fullfill the long range plans of the Town
of Estes Park:
A tract of land located in the Northwest Quarter of the
Southwest Quarter (NW¼SW)of Section 31,Township 5 North,
Range 72 West of the 6th Principal Meridian,County of
Larimer,State of Colorado,described as follows:
Beginning at Point No.1 whence the Southwest corner of
Section 31,Township S North,Range 72 West of the 6th
Principal Meridian bears South 36°l5’50”West a distance
of 1,593.67 feet,thence North 4l0l5 East 523.0 feet to
Point No.2,thence on a regular curve to the left with a
radius of 161.0 feet,112.6 feet measured on the arc of
the curve to Point No.3,thence South lO0llI3O West,
322.8 feet to Point No.4,thence on a regular curve to
the right with a radius of 114.6 feet,178.25 feet measured

on the arc of the curve to Point No.5,thence North 890411
West,125.8 feet to Point No.6,thence on a regular curve
to the left with a radius of 180.8 feet,154.82 feet
measured on the arc of the curve to Point No.1,the point
of beginning and containing 1.36 acres,more or less.
NOW,THEREFORE,BE IT RESOLVED that the Board of Trustees of the
Town of Estes Park do hereby request that the United States Government,
by agreement or license,transfer the above mentioned parcel of ground
to the Town of Estes Park.
Trustee Henry 0.flannels seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.
Brownfield,Henry D.flannels,N.T.Petrocine,Glenn Presser,Marvin L.
Steele.Those voting “No”none.
Trustee Henry D.flannels introduced and the Town Clerk read in full,
the following entitled ordinance and Trustee flannels moved it be passed
on first reading:
AN ORDINANCE AUTHORIZING THE CONVEYANCE OF ALL THE
INTEREST OF THE TOWN OF ESTES PARK,COLORADO,IN
AND TO THE FOLLOWING STATEMENTS OF CLAIM AND MAP:
THE JASPER PUMP,PIPELINE AND CANAL,THE JASPER
RESERVOIR,THE WINDY GAP RESERVOIR,THE WINDY GAP
PUMP,PIPELINE AND CANAL,THE NAP AND SWORN STATE
MENT PERTAINING THERETO FILED IN THE OFFICE OF THE
STATE ENGINEER OF THE STATE OF COLORADO;AND ANY
AND ALL WATER AND WATER RIGHTS PERTAINING THERETO,
TO THE MUNICIPAL SUBDISTRICT,NORTHERN COLORADO
WATER CONSERVANCY DISTRICT.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.
Brownfield,Henry 0.Dannels,N.T.Petrocine,Glenn Prosser,Marvin L.
Steele.Those voting “No”none.Whereupon Mayor Ronald C.Brodie de
clared said ordinance duly passed on first reading.
Trustee N.T.Petrocine introduced the following ordinance and moved it fl
be passed on first and final reading:
AN ORDINANCE AMENDING THE STREET MAP OF THE TOWN OF
ESTES PARK,COlORADO ADOPTED BY ORDINANCE NO.238
OF THE ORDINANCES OF THE TOWN OF ESTES PARK AND PERTAINING
TO STREET NAMES.
Trustee Marvin L.Steele seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald H.
Brownfield,Henry 0.Dannels,N.T.Petrocine,Glenn Prosser.Those
voting “No”none.Whereupon Mayor Ronald C.Brodie declared said ordi
nance duly passed and adopted and ordered it numbered 7-71 and published
according to law.

That the Mayor be authorized and is hereby directed to sign the
Supplement to Contract,dated May 10,1971,by and between the Town of
Estes Park and Phillips,Carter,Reister and Associates.

passed by the following votes.Those voting “Yes”Trustees Gerald H.

Trustee Henry D.flannels introduced the following resolution and moved
it be passed and adopted:
RE SOLUTION
BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
COLORADO:
That the Mayor is authorized and is hereby directed to sign the
Grant of Easement and the Grant of Temporary Construction Easement,dated
May 10,1971,by and between the Town of Estes Park and the YMCA of the
Rockies.

passed by the following votes.Those voting “Yes”Trustees Gerald H.

That the Mayor is authorized and is hereby directed to sign the
Release and Quit Claim,dated May 10,1971,to the YMCA of the Rockies.

Trustee Henry 13.flannels introduced the following resolution and moved
it be passed and adopted:
RE SOLUTION
BE IT RESOLVED BY TIE BOARD OF TRUSTEES OF THE TOWN OF ESTES PARK,
COLORADO:
That the Mayor is authorized and is hereby directed to sign the
Agreement as to Water Tap by and between the Town of Estes Park and the
YMCA of the Rockies and dated May 10,1971.
Trustee Marvin L.Steele seconded the motion.Upon roll call the motion
passed by the following votes.Those voting “Yes”Trustees Gerald U.
Brownfield,Henry U.flannels,N.T.Petrocine,Glenn Prosser,Marvin L.
Steele.Those voting “No”none.
Trustee Marvin L.Steele,Chairman of the Public Works Committee,re
ported on a Public Works Committee meeting as itemized in the minutes
of April 29,1971,and moved that the minutes be approved and adopted.
Trustee Glenn Prosser seconded the motion.Upon roll call the motion
unanimously carried.
Trustee Henry U.flannels,Chairman of the Water Comittee,reported on
a Water Committee meeting as itemized in the minutes of May 3,1971,and
moved that the minutes be approved and adopted.Trustee Glenn Prosser
seconded the motion.Upon roll call the motion unanimously carried.
Mr.Howard I.Stewart,a member of the Estes Park Planning Commission,
submitted his resignation as a member of the Commission due to the fact
that he no longer resides within the corporate limits of the Town of
Estes Park.Trustee Gerald II.Brownfield moved this resignation be
accepted.Trustee Henry 13.flannels seconded the motion.Upon roll call
the motion unanimously carried.
Mayor Brodie proceeded to appoint Harry Miles to the Estes Park Planning
Commission.Mr.Miles will fill out the unexpired term of Mr.Howard
Stewart.This term expires April 1972.
Trustee Glenn Prosser moved the Mayor’s appointment of Harry Miles to fl
the Estes Park Planning Conunission be approved.Trustee Henry U.
flannels seconded the motion.Upon roll call the motion unanimously
carried.
Henry U.flannels,Chairman of the Board of Adjustment,read the minutes
of the Board of Adjustment meeting held May 6,1971.
The TownAdministrator explained the requirements imposed by the State
Board:óf Health for waste treatment facilities on both the Black Canyon
and Glacier Creek water plants.Trustee Glenn Prosser moved the Town
Administrator be authorized to write a letter to the State Health Depart
ment stating the fact that the Town of Estes Park will comply with their
limitations for the treatment of waste water.Trustee Henry U.flannels
seconded the motion.Upon roll call the motion unanimously carried.
