Erownfield,N.T.Petrocine, Glenn Prosser,Marvin L.Steele, Harry B.Tregent Also Present:Town Administrator &Clerk Dale C.Hill Absent: Minutes of the regular meeting held November 23,1970 were read and approved as read. A lease,dated December 14,1970,by and between the Town of Estes Park, the Estes Park Sanitation District and the Estes Park General Improvement Sewer District No.1 was read in full.Trustee Henry D.flannels moved that the Mayor and Clerk be authorized to sign the above mentioned lease. Trustee Gerald H.Brownfield seconded the motion.Upon roll call the motion unanimously carried. Trustee Henry D.Dannels moved the following bills be allowed and paid and the Clerk be authorized to draw warrants for same.(A Certified copy of the bills read and allowed are on file in the office of the Town Clerk under this date and made a part of the record of these proceedings by reference thereto.)Trustee Harry B.Tregent seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes” Trustees Gerald H.Brownfield,Henry D.flannels,N.T.Petrocine,Glenn Prosser,Marvin L.Steele,Harry B.Tregent.Those voting “No”none. Trustee N.T.Petrocine moved the Town of Estes Park participate in the Mountain Bell Telephone Company rate increase hearings before the Public Utility Commission by contributing $37.87.Trustee Henry 0.flannels seconded the motion.Upon roll call the motion unanimously carried. An agreement,dated December 14,1970,between the Town of Estes Park and Victor Walker regarding the connection of Mr.Walker’s sewer line to the Town sewer line in the Dark Horse parking lot was read to the Board.Trustee Marvin L.Steele moved that the Mayor and Clerk be authorized to sign the above mentioned agreement.Trustee Gerald H. Brownfield seconded the motion.Upon roll call the motion unanimously carried. The Board proceeded to open the bids for the 1971 legal publications. The following bids were received and recorded: The Mountain Gazette:Seven cents a line for six point type in an 11½pica line.Eight—four cents per column inch for each insertion. The Estes Park Trail:Each single-column line of type for the first insertion in six point type,10½picas to the line -.05416;sub sequent insertion as specified above -.05;first insertion,column inch rate (12 lines)-.65;second insertion,column inch rate (12 lines)—.60. Trustee Glenn Prosser moved the bids submitted by the Estes Park Trail appears to be low therefore should be accepted.Trustee N.T.Petrocine seconded the motion.Upon roll call the motion unanimously carried. tn ntun Cf gStPS 3flark,l.arimer County,Colorado.19. Meeting called to order by Moyor Present:Mayor Trustees: Also Present: Absent: An agreement,dated December 14,1970,between the Town of Estes Park and Lee P.Parker and Robert E.Makinster was read in full to the Board of Trustees.Trustee Gerald H.Brownfield moved that the Mayor and Clerk be authorized to sign this agreement.Trustee Marvin L.Steele seconded the motion.Upon roll call the motion unanimously carried. Trustee Harry B.Tregent moved Mrs.Dan H.Myers be appointed to a five year term as a member of the Estes Park Library Board,effective January 1,1971.Trustee N.T.Petrocine seconded the motion.Upon roll call the motion unanimously carried. It was reported to the Board there was a possible violation of the Muni cipal Code by the division of Lot 1,Twin View Addition to the Town of Estes Park by the owner,Mr.Jack Sugarman.Mr.John Ramey,agent for Mr.Sugarman,explained to the Board that the two parcels of land con sisting of all of Lot 1,Twin View Addition were transferred to one owner by two separate agreements. Trustee N.T.Petrocine introduced and the Town Clerk read in full,the following entitled ordinance and Trustee Petrocine moved it be passed on first and final reading: AN ORDINANCE REPEALING SECTION 5.7 OF THE MUNICIPAL CODE OF flthD TOWN OF ESTES PARK,COLORADO,THE SAME PERTAINING TO SUBSISTANCE ALLOWANCE FOR POLICE OFFICERS. Trustee Harry B.Tregent seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Gerald H. Brownfield,Henry D.Dannels,N.T.Petrocine,Glenn Prosser,Marvin L. Steele,Harry B.Tregent.Those voting “No11 none.Whereupon Mayor Ronald C.Brodie declared said ordinance duly passed and adopted and ordered it numbered 19-70 and published according to law. Trustee N.T.Petrocine introduced and the Town Clerk read in full,the following entitled ordinance and Trustee Petrocine moved it be passed on first and final reading: AN ORDINANCE AMENDING SECTION 14.8-5 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK, COLORADO,THE SAME PERTAINING TO PAYMENT OF AN ANNUAL OCCUPATION TAX UPON THE BUSINESS OF SELLING 3.2%BEER,MALT,VINOUS OR SPIRITUOUS LIQUORS. Trustee Henry D.Dannels seconded the motion.Upon roll call the motion passed by the following votes.Those voting “Yes”Trustees Gerald H. Mr.Donald A.Dines representing Kirchner Moore and Company and Mr.Dunn Krahl representing Boettcher and Company,of Denver,submitted proposals to the Board to become the Town’s fiscal agent for the proposed water bond issue.Trustee Marvin L.Steele moved that the Town enter into an agreement with Boettcher and Company to be the Town’s fiscal agent for the proposed water bond issue.Trustee Henry D.flannels seconded the motion.Upon roll call the motion unanimously carried. Trustee Henry 0.Dannels introduced and the Town Clerk read in full,the following entitled ordinance and Trustee flannels moved it be passed on first and final reading: AN ORDINANCE AMENDING SECTION 6.6 OF THE MUNICIPAL CODE OF THE TOWN OF ESTES PARK,COLORADO,THE SAME PERTAINING TO WATER TAP FEES AND A WATER RIGHTS FEE. Trustee Glenn Prosser,Chairman of the Advertising and Public Relations Committee,reported on a committee meeting as itemized in the minutes of December 2,1970,and moved the minutes be accepted.Trustee N.T. Petrocine seconded the motion.Upon roll call the motion unanimously carried. The Advertising Agreement between the Town of Estes Park and the Estes Park Chamber of Commerce will be presented to the Board of Trustees at their next regular meeting. Trustee N.T.Petrocine,Chairman of the Administrative Comittee,re ported on an Administrative Committee meeting as itemized in the minutes of December 3,1970,and moved the minutes be accepted.Trustee Harry B.Tregent seconded the motion.Upon roll call the motion unanimously carried. Trustee Marvin L.Steele,Chairman of the Public Works Committee,re ported on a Public Works Committee meeting as itemized in the minutes of December 10,1970,and moved the minutes be accepted.Trustee Glenn Prosser seconded the motion.Upon roll call the motion unanimously carried. A letter,dated December 14,1970,from Mr.George lix,President of the Estes Park Chamber of Commerce regarding parades on Saturdays was read to the Board of Trustees.Mayor Brodie referred this request to the Public Safety Committee. Trustee Henry D.Dannels moved that the Board of Trustees proceed with rm the adoption of a two (2)percent sales tax.Trustee N.T.Petrocine seconded the motion.Upon roll call the motion unanimously carried. Trustee N.T.Petrocine introduced and the Town Clerk read in full,the following entitled ordinance and Trustee Petrocine moved it be passed on first and final reading: AN ORDINANCE CONCERNING REVENUE AND IMPOSING A SALES TAX UPON THE SELLING OF TANGIBLE PERSONAL PROPERTY AT RETAIL AND THE FURNISHING OF CERTAIN SERVICES UPON EVERY RETAILER AND CERTAIN FURNISHERS OF SERVICES IN ThE TOWN OF ESTES PARK,COLORADO AND TO PROVIDE PENALTIES WITH RESPECT THERETO. 06 rnuut of gstez 3JUrh,Larimer County,Colorado,...P.CYJf.ic.79...
