Minutes of the regular meeting held August 24,1970 were read and approved
as read.
Trustee Gerald H.Brownfield moved the following bills be allowed and paid
and the Clerk be authorized to draw warrants for same.(A Certified copy
of the bills read and allowed are on file in the office of the Town Clerk
under this date and made a part of the record of these proceedings by
reference thereto.)Trustee Henry P.flannels seconded the motion.Upon
roll call the motion passed by the following votes.Those voting “Yes”
Trustees Gerald H.Brownfield,Henry 0.flannels,N.T.Petrocine,Glenn
Prosser,Marvin L.Steele,Harry B.Tregent.Those voting “No”none.
Mr.Victor H.Walker,owner of the property located on Lots 17,18 and 19,
Block 5,Town of Estes Park,submitted a request for a variance that would
allow him to stucco sixty-three feet of frame construction located on this
property.Trustee Henry 0.flannels moved this request be denied.Trustee
Glenn Prosser seconded the motion.Upon roll call the motion passed by
the following votes.Those voting “Yes”Trustees Gerald H.Brownfield,
Henry P.flannels,N.T.Petrocine,Glenn Prosser,Marvin 11.Steele,Harry
B.Tregent.Those voting “No”none.
Mr.Victor H.Walker submitted a verbal request in regard to the placement
of a retaining wall along the river near his property.After considerable
discussion Mayor Brodie instructed Mr.Walker to present his request in
writing.
Mr.James Cullor submitted an application for a restaurant liquor license
for the Club Jubilee,120 West Elkhorn Avenue,Estes Park,Colorado.This
license is presently in the name of Jay Maclarty and William Artherholt.
The Board of Trustees reviewed the personal reference documents obtained
by the Chief of Police on James Cullor and his manager,James Charles Grier.
Chief Ault approved the references and qualifications as submitted.Trustee
N.T.Petrocine moved that the application be approved.Trustee Harry B.
Tregent seconded the motion.Upon roll call the motion passed by the
following votes.Those voting “Yes”Trustees Gerald H.Brownfield,Henry
0.flannels,N.T.Petrocine,Glenn Prosser,Marvin L.Steele,Harry B.
Tregent.Those voting “No”none.
Proposed revision No.6 to Exhibit A of Estes Park’s wholesale power
Contract 14—06-700-6157,dated March 4,1966 and amended January 30,1970,
increasing the present contract rate of delivery from the Colorado River
Storage Project in the October-March winter season from 1,050 kilowatts
to 1,850 kilowatts was presented to the Board of Trustees.Trustee Harry
B.Tregent moved that the Mayor and Clerk be authorized to sign the above
mentioned agreement.Trustee Gerald H.Brownfield seconded the motion.
Upon roll call the motion unanimously carried.

Trustee Henry D.flannels,Chairman of the Water Comittee,reported on
a Water Committee meeting as itemized in the minutes of August 26,1970,
and moved the minutes be accepted.Trustee Marvin L.Steele seconded
the motion.Upon roll call the motion unanimously carried.
Trustee Gerald H.Brownfield,Chairman of the Code and Sanitation Com
mittee,reported on a Code and Sanitation Committee meeting as itemized
in the minutes of August 26,1970,and moved that the minutes be accepted.
Trustee Marvin L.Steele seconded the motion.Upon roll call the motion
unanimously carried.
Trustee N.T.Petrocine,Chairman of the Public Safety Committee,reported
on a Public Safety Coimnittee meeting as itemized in the minutes of Sept
ember 8,1970,and moved the minutes be accepted.Trustee Harry B.Tregent
seconded the motion.Upon roll call the motion unanimously carried.
Trustee Marvin L.Steele,Chairman of the Public Works Committee,reported Li
on a Public Works Committee meeting as itemized in the minutes of September
8,1970,and moved that the minutes be accepted.Trustee Harry B.Tregent
seconded the motion.Upon roll call the motion unanimously carried.
Trustee Harry B.Tregent,Chairman of the Light and Power Committee,re
ported on a Light and Power Committee meeting as itemized in the minutes
of September 10,1970,and moved the minutes be accepted.Trustee N.T.
Petrocine seconded the motion.Upon roll call the motion unanimously
carried.
The Town Administrator read the minutes of the Board of Adjustment meet
ings of August 25 and September 11,1970.
Trustee Henry D.flannels introduced the following ordinance moved it be
passed on first and final reading:
AN ORDINANCE AJ1ENDING SECTION 21.3 OF THE MUNICIPAL
CODE OF THE TOWN OF ESTES PARK,COLORADO,RElATING
TO PlANNING AND SUBDIVISIONS AND PR0VrDn1G FOR FEES.
Trustee Gerald H.Brownfield seconded the motion.Upon roll call the
motion passed by the following votes.Those voting “Yes”Gerald H.
Brownfield,Henry D.flannels,N.T.Petrocine,Glenn Prosser,Marvin L.
Steele,Harry B.Tregent.Those voting “No”none.Whereupon Mayor
Ronald C.Brodie declared said ordinance duly passed and adopted and
ordered it numbered 15-70 and published according to law.
As required by state law the Town Administrator presented the 1971
budgets to the Board of Trustees.The Board of Trustees instructed
the Town Administrator to publish the required notices making these
documents available for inspection by the citizens of Estes Park.
Mr.John Page,representing the Estes Park Gun and Archery Club,spoke
to the Board requesting financial assistance for the completion of their
building at Stanley Park.Mayor Brodie informed Mr.Page his request
would be given consideration during the budget hearings.

The Board of Trustees decided to participate on a one-third basis with
the Cottage and Motel Association and the Chamber of Commerce in a bronze
plaque honoring Buel F.Porter for his work with the Christmas displays.
The Town Administrator informed the Council he has been advised by our
senators and representatives that the Department of Housing and Urban
Development have approved a water facility grant in the amount of
$476,500.00.
There being no further business,it was regularly moved,seconded and
carried that the meeting adjourn.
