Q.ORDINANCENO.26-88ANORDINANCEAMENDINGCHAPTERS2.08AND2.32ANDADDINGCHAPTER2.72OFTHEMUNICIPALCODEOFTHETOWNOFESTESPARK,COLORADO,THESAMEPERTAININGTOSTANDINGCOMMITTEESANDCREATINGACOMMUNITYDEVELOPMENTDEPARTMENTBEITORDAINEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO:SECTION1.ThatChapter2.08oftheMunicipalCodeoftheTownofEstesPark,Colorado,shallbeamendedasfollows:2.08.010Committees.Atthefirstregularmeetingfollowingeachbiennialelection,themayorshallappointthreetrusteestothefollowingstandingcommittees:publicworks,lightandpower,publicsafetyandcommunitydevelopment.2.08.020AdministrativeCommittee.Atthefirstregularmeetingfollowingeachbiennialelection,themayorshallappointallthemembersoftheBoardofTrusteesandthemayortoserveontheadministrativecommittee.2.08.030SpecialCommittees.Specialcommitteesmaybeappointedastheneedsoftheboardoftrusteesmayrequire.Themayorshallappointallmembersofanyspecialcommitteeofthetown.2.08.040Mattersreferredtocommittees.Anymatterpendingbeforetheboardmaybereferredtotheappropriatecommittee,ortoaspecialcommittee,foritsconsiderationandreport.Whenamatterhasbeenreferredtoacommittee,suchcommitteeshallreportitsrecommendationtotheBoardofTrustees.SECTION2.ThatChapter2.32oftheMunicipalCodeoftheTownofEstesPark,Colorado,shallbeamendedasfollows:2.32.010OtherOfficers.Theboardoftrusteesatitsfirstregularmeetingaftereachbiennialelection,shallappointqualifiedpersonstoserveasthefinanceofficer,directorofpublicworks,directoroflightandpower,directorofcommunitydevelopment,buildinginspector,zoningadministrator,chiefofpolice,municipaljudge,andassistantmunicipaljudge,whichofficersshallhavethepowersanddutiesandperformthefunctionsashereinafterprovidedorshallbeprovidedbytheboardoftrustees.SECTION3.ThatChapter2.72shallbeaddedtotheMunicipalCodeoftheTownofEstesPark,Colorado,asfollows: 00 •0.0’2.72.010CommunityDevelopmentDepartmentcreated.Thereiscreatedandestablishedacommunitydevelopmentdepartmentofthetown,whichshallhavecontroloftheplanning,inspection,advertising,andcommunitydevelopmentfunctionsofthetown.2.72.020DirectorofCommunityDevelopment.Atthefirstregularmeetingfollowingeachbiennialelection,theboardoftrusteesshallappointaqualifiedpersonasthedirectorofcommunitydevelopment.Heshallhavethecontrolandmanagementofallthingspertainingtothecommunitydevelopmentdepartmentandshallperformallactsthatmaybenecessaryforthemanagementofthecommunitydevelopmentdepartment.SECTION4.ThefollowingstandingandspecialcommitteesoftheTownofEstesParkareabolished:advertising&publicrelations,code&sanitation,waterandadministrative.SECTION5.ThisOrdinanceshalltakeeffectJanuary1,1989.SECTION6.TheBoardofTrusteesoftheTownofEstesPark,Colorado,herewithfinds,determinesanddesignatesthatthisOrdinanceisnecessaryinordertoimmediatelyrestructurethecommitteesandtocreateacommunitydevelopmentdepartment;andwhereas,intheopinionoftheBoardofTrustees,anemergencyexists,thisOrdinanceshalltakeeffectandbeinforceimmediatelyafteritspassage,adoptionandsignatureoftheMayor.TOWNOFESTESPARKBy:________________________________MayorATTEST:TownClerkIherebycertifythattheaboveOrdinancewasintroducedandreadatameetingoftheBoardofTrusteesonthe/JadayofDecember,1988,andpublishedinanewspaperofgeneralcirculatj.onintheTownofEstesPark,Colorado,onthe/‘dayofpQILa,,.Az.t},1986’.1:;i)ge,A)TownClerk—2— 00
