Cl)CORDINANCENO.4-89ANOflNANCE1\PPJOVINOBANNERSPURSUANT70SBDflON17.66.190WHEREAS,Section17.66.190,(b)(5),oftheMunicipalCodeoftheTownofEstesParkprovidesthatsignsspecificallyauthorizedforapublicpurposebyordinanceshallnotrequireasignpermitorasignpermitfee;andWHEREAS,saidsignsnaybeofanytype,nuither,area,heightabovegrade,locationorilluminationauthorizedbysaidordinance;andWHEREAS,theTownofEstesParkdesirestoailowtheplacementofbannersattwodesignatedlocationstonotifythepublicofspecialeventssponsoredorapprovedbytheTownofEstesPark;andM€REAS,theBoardofTrusteesoftheTownofEstesParkdesirestoapprovesaidbannersbythisOrdinance.BEITORDAINEDBYTHEBQuVOFThUSPEESOFTHETG.NOFESTESPARK,COlORADO:Section1.BannersmaybeplacedatthefollowingdesignatedlocationswithintheTownofEstesPark,ColoradopursuanttotheprovisionsofSection17.66.190(b)(5)oftheMunicipalCode.A.locationofBanners.BannersmaybeplacedatthefoUingtwo(2)locations:i.OnthepolesspeciallylocatedadjacenttotheMunicipalparkinglotbehindtheMunicipalBuildingontheNorthsideofE]JthomAvenueandEastoftheTransitCenter;andii.OntheChaitherofOniercebufliling.B.Specifications.Specificationsrelatingtothesize,length,construction,rthng,lighting,andfasteningshallbeobtainedfromtheTownAdministrator.C.Application.ApplicationtouseeitherorbothofthelocationsmustbesubtittedtotheTownAdministratoratleastthirty(30)dayspriortotheproposedevent.D.Installation.Thebannershallbeinstalledandrenovedbythesponsoringorganization.Thebannershallbeinstallednotmorethanfourteen(14)dayspriortotheeventandmustbetakendowni.nmediatelyfollowingtheconclusionoftheevent.E.TypeofEvent.OnlyeventsthataresponsoredbytheTownofEstesParkorapprovedbytheTownofEstesParkshallbeeligibletoplacebannersateitherofthetwo(2)locations. 00rlr 00Section2.TheBoardofTrusteesoftheThwnofEstesPark,Colorado,herewithfinds,detenninesanddesignatesthatthisordinanceisnecessaryfortheinnediatepreservationofthepublicpeace,healthandsafety,toallowtheinmediatep1anentofbanners;andwhereas,intheopinionoftheBoardofTrusteesanenrgencyexists,thisordinanceshalltaReeffectandbeinforceinmediatelyafteritspassage,adoptionandsignatureoftheMayor.PASSEDANDADOPTEDBYTHEBOARDOFThUSTEESDFTHEIDWNOFESThSPARK,COlORADO,THIS23c<DAYOF_____________,1989.7OWNOFESPESPARK,CDLORADOBy:__________________________________MayorATTEST:½’tce-CThwnClerkIherebycertifythattheaboveOrdinancewasintroducedandreadatameetingoftheBoardofTrusteesonthe3LA’dayofccj_,1989,andpublishedinanewspaperofgenerlcirculationintheownofEstesPark,Colorado,onthe-,‘dayof;flc,cc,1989.VltwnClerkep3/ord7—2— 00
