WHEREAS,the Town of Estes Park operates a municipal water
system that supplies water to consumers within and outside the
corporate limits;and
WHEREAS,the Town is in the process of participating in the
construction of a 12”water transmission line to be located in Dry
Gulch Road;and
WHEREAS,the completion of this 12”water main will provide
the opportunity for certain areas of Larimer County,Colorado
located outside of the Town’s municipal boundaries to participate
in the Town’s municipal water system;and
WHEREAS,recently the Board of County Commissioners of Larimer
County,Colorado adopted amendments to the zoning resolution of
Larimer County,Colorado,which increased the minimum lot size for
those areas which have the potential to receive water service from
the Town of Estes Park through the proposed Dry Gulch water
transmission line;and
WHEREAS,due to the increase in the minimum size of lots
within this area,the Town needs a period of time in order to
evaluate this rezoning on the delivery of water through the Dry
Gulch transmission line with regard to those areas;and
WHEREAS,the Board of Trustees of the Town of Estes Park has
determined that it is necessary to place a moratorium on the
granting of any water tap on the proposed Dry Gulch water
transmission line outside the present corporate boundaries of the
Town of Estes Park until February 15,1993 in order to provide an
opportunity for the Town to review the cost of service from the Dry
Gulch water transmission line;and
WHEREAS,it is the opinion of the Board of Trustees of the
Town of Estes Park that the minimum amount of time necessary to
review this matter and complete the necessary work is until
February 15,1993.
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE
TOWN OF ESTES PARK:
1.There shall be no water tap applications accepted by the
Town of Estes Park for any water tap on the 12”water
transmission line presently being proposed for
construction in Dry Gulch Road for that portion of said
water transmission lying outside the boundaries of the
Town of Estes Park from the date of this Resolution until
February 15,1993.
