08-9200RESOLUTIONNO.8-92WHEREAS,TheBoardofTrusteesoftheTownofEstesParkhasdeterminedthatitisinthebestinterestsoftheTownofEstesPark,itsemployees,citizensandvisitorstoadopt,implementandadministerasafetyprogram;andWHEREAS,inordertoimplementsaidsafetyprogram,theBoardherebyadoptsthisResolution.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO.1.TheTowTIofEstesParkherebyimplementsandshalladministerasafetyprograminaccordancewiththeTown’sLossControlManual.InalloftheTown’sassignments,thehealthandsafetyofallwillbethefirstconsideration.DepartmentheadsandsupervisorypersonnelatalllevelsoftheTownworkforcearedirectedtomakesafetyamatterofcontinuingconcern,equalinimportancetoallotheroperationalconsiderations.ThisprogramisanintegralpartofmanagementproceduresdesignedtofullyutilizetheTown’scapitalandpersonnel.2.TheTownofEstesParkbelievesthesafetyofitsemployeesisavitalconsiderationintheoperationofitsshops,offices,vehicles,andfacilities.Maintenanceofsafeandhealthfulworkingconditionsandthedevelopmentofsafeoperationprocedures,includingtheorganizationandexecutionofacontinuingaccidentpreventionprogram,istheresponsibilityofmanagementatalllevels.3.TheFinanceOfficerisappointedSafetyOfficerfortheTown.INTRODUCED,READANDPASSEDTHIS_____DAYOF_________1992.TOWNOFESTESPARK,By:________________________________ATTEST:TownClerk CCTOWNOFESTESPARKACCIDENTINVESTIGATIONPOLICYThePurposeofAccidentInvestigation:Millionsofwordshavebeenwrittenexplainingtheimportanceandpurposeofaccidentinvestigation,butforthefront—linesupervisortheycanallbesummarizedinoneword—PREVENTION.Anaccidentis“anundesiredeventthatresultsinpersoninjuryand/orpropertydamage.”Beingundesiredmakesitsomethingthatmustbepreventedwheneverpossible.Thepurposeofaccidentinvestigation,then,isaccidentprevention.Careshouldbetakentodistinguishbetweenpurposeandbenefits.Benefitiswhatasupervisorgetsfrominvestigatingaccidents,butthepurposeiswhyhedoesit.Therearemanybenefits,whichwillbegivenlater,butonlyonepurpose-PREVENTION.WhyAccidentsMustbeInvestigated:Investigatingaccidentsisaresponsibilityofalllevelsofmanagementandaconcernofeveryemployee,butthelinesupervisors’uniquepositiongivesthemspecialpriorityandresponsibilityinthisfunction.Firstlinesupervisorsintheareawhereanaccidentoccurshavecertainqualificationsandadvantagesothermembersofmanagementdonothave.Frontlinesupervisors:1.knowthemostaboutthesituation.Theyhavedailycontactandfamiliaritywiththeemployees,machines,andmaterialsinvolved.Theyknowthestandardpracticesandcircumstancesinthearea,aswellasthehazards.2.haveapersonalinterestinidentifyingaccidentcauses.Togoodsupervisors,thesearenotsimplyaccidentfiguresandstatistics;butaretheiremployees,theirmachines,andtheirmaterials.Supervisorshaveapersonalinterestintheirprotection.Accidentinvestigationfocusesawelcomelightontheconditionsandhazardsthatcouldendangerthelivesofemployeesordamagedequipmentandmaterial.3.cantakethemostimmediateactiontopreventanaccidentfromrecurring.Beingindirectcontrolofthepeople,procedures,andpropertyintheareagivessupervisorstheadvantageoftakingimmediatecorrectiveactionandthegreatestopportunityforeffectivefollow—up.
