NThehydjwerfacilitywasacquiredbytheTownofEstesParkii.-SandoperateduntilJuly15,1982,whenthedamwasdestroyedandthegeneratingstationandportionsofthepenstockweredamagedintheLawnLakeflood.TheFallRiverWaterTreatmentPlantwasconstructedin1959andisadjacenttothehydrostation.Therawwaterinletstructureforthewatertreatmentplantisconnectedtothepenstockabovethehydroplant.Thediversiondamandpenstockwererepairedafterthefloodandthetreatmentplantbeganusingwaterdirectlyfromthepenstockviaapressurereductionassembly.Thehydroplantwasnotreturnedtoserviceaftertheflood,althoughthedamageduetothefloodwasrelativelyminor.ItistheintentionoftheTownofEstesParktoresumeoperationsatthehydrostation.Section23(b)oftheFederalPowerActdefinesthisinstallationasnon-jurisdictional.NoformalexemptionisrequiredfromFERCinorderthattheTownreturnthegeneratingportionofthefacilitytoservice.B.PresentConditionExtensivetestingwasdoneontheequipmentinthehydroplantinthespringof1993withtheconclusionthattheplantcouldbereturnedtoservicewithminimaldifficultiesandexpenditures.ThepenstockportionoftheprojectispresentlyinservicesupplyingtheFallRiverWaterTreatmentPlant.Thehydroinstallationwouldutilizecurrentlyunusedhydraulicenergyasadefactoconduittypefacility.Thediversionstructureandportionsofthepenstockareofveryrecentvintageastheoriginalarticlesweredestroyedbythe1982LawnLakefloodwhichoriginatedintheneighboringRockyMountainNationalPark.Saidsystemisfullyoperationalandiscurrentlyinuse.C.DescriptionoftheHydropowerFacilitiesUnitNo.1:WesternElectricSynchronousGenerator200kW2400V600RPMHugImpulseTurbine(Horizontal)400’StaticHead4’Diameter60%ELf.UnitNo.2:ReciprocatingEngineUnit;notpartofthisDeclarationofIntentionUnitNo.3:GeneralElectricSynchronousGenerator680kW2400V1200RPMWorthingtonFrancisTurbine(Horizontal)400’StaticHead27”Diameter85%Eff.AverageAnnualEnergyProduction:2,700,000kWhScheduledIn-ServiceDate:May1995OperatingSchedule:AprilthroughOctoberofEachYearAllofthepowergeneratedfromthisfacilitywillbeusedwithintheTown’selectricservicearea.DeclamdcqiofintentionFallRiverHydra&WalerTreaunnztPlansTOWNofESJT.sPARK.COMarrh1994Spages3
