Home My WebLink AboutRESOLUTION 15-9600RESOLUTIONNO.15-96BEINGARESOLUTIONRATIFYINGANDAFFIRMINGATELEPHONEEXCHANGEACCESSFACILITYCHARGEFORTHELARIMEREMERGENCYTELEPHONEAUTHORITYPURSUANTTOANINTERGOVERNMENTALAGREEMENTDATEDNOVEMBER14.1990.WHEREAS,theLarimerEmergencyTelephoneAuthoritywascreatedpursuantto§29-11-101•etseq.,C.R.S.,byanIntergovernmentalAgreementConcerningtheImplementationofan“E911”EmergencyTelephoneService,datedNovember14,1990,betweencertaingovernmentalentitieslocatedinLarimerCounty,Colorado;andWHEREAS,pursuanttotheaforesaidstatutoryauthorityandbyresolutionoftheTownofEstesParkonMay8,1990,theBoardofTrusteesisauthorizedtoraise,lower,orreestablishatelephoneexchangeaccessfacilitychargetobeassessedtelephoneserviceusersintheTownofEstesPark;andWHEREAS,bythetermsoftheaforesaidOrdinance,theTownofEstesParkapprovedatelephoneexchangeaccessfacilitychargeoffiftycents(S.50)permontheffectiveJanuary1,1991,andsaidchargehasremainedineffectsincethatdate;andWHEREAS,theLarimerEmergencyTelephoneAuthorityhasproposedthattherebenoincreaseinthetelephoneexchangeaccessfacilitychargeforcalendaryear1997;andWHEREAS,theBoardofTrusteesdeemsthatthecontinuationofatelephoneexchangeaccessfacilitychargeattherateoffiftycents($.50)permonthisnecessaryandappropriatetoadequatelyfundemergencytelephoneservicesintheTownofEstesPark;NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO,ASFOLLOWS:1.Pursuantto§29-11-101,etseq.,C.R.S.,andtheIntergovernmentalAgreementConcerningtheImplementationofan“E911’EmergencyTelephoneService,datedNovember14,1990,themonthly50-centtelephoneaccessfacilitychargewhichoriginallycommencedonJanuary1,1991,andcontinuedthroughcalendaryear1996,isherebyratifiedandaffirmed.2.CommencingonJanuary1,1997,thetelephoneexchangeaccessfacilitychargeshallcontinueattherateoffiftycents($.50)permonthperexchangeaccessfacility. 00 003.TelephoneservicesuppliersprovidingtelephoneserviceintheTownofEstesParkareauthorizedtocollectthetelephoneexchangeaccessfacilitychargeinaccordancewith§29-11-101,etseq.,C.R.S.Uponmotiodulymade,secondedandcarried,theforegoingResolutionwasadoptedthisdayof___________________,1996.TOWN0STESPARK,COLORADOATTEST:TownClerk 00 TO:FROM:CFileGaryKlaphake_____TownAdministrator0GaryF.KiaphakeTownAdministratorRE:REINVENTINGGOVERI1MENTOnNovember23,1993,theTownBoardadoptedaresolutionforexpenditurecontrol.Simplystated,itwouldhaveallowedsavingsfromabudgetedamounttobereservedforanotherusebytheDepartment.Intheory,itwastomotivatenewwaysofsavings/efficiencyratherthan“useitorloseit’.BecauseofthesmallsizeofEstesPark’sbudget,theimplementationisnotpracticable.Further,wecanmanageeachdepartment,becauseofoursize,withaneyeforsavingsandflexibility.ThismemowillcancelResolutionNo.29-93.ApralMayorDekkercc:AssistantTownAdministratorFinanceDirectorTOWNOFESTESPARKSeptember16,1996MEMORANDUMEstesPark,Colorado80517P.0.Box1200Telephone(303)586-5331 00
