Home My WebLink AboutRESOLUTION 28-0200RESOLUTIONNO.28-02RESOLUTIONOFTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKSUPPORTINGTHEPARKSCHOOLDISTRICTR-3BOARDOFEDUCATION’SOPPOSITIONTOPROPOSEDCONSTITUTIONAMENDMENT31(ENGLISHLANGUAGEEDUCATIONFORCHILDRENINPUBLICSCHOOLS)WHEREAS,thisproposedballotinitiativetoamendtheColoradoConstitutionbyaddingasection18toArticleIXentitled“EnglishLanguageEducationforChildreninPublicSchools,”whichisonthegeneralelectionballotthisNovemberasAmendment31,requireschildrentobetaughtbyusingtheEnglishlanguageintheirclassroomsandrequireschildrenwhoarelearningEnglishtobeplacedinanEnglishimmersionprogramthatisintendedtolastoneyearorless;andWHEREAS,thisproposedballotinitiativeisintheformofaconstitutionalamendmentwhichisaninappropriatemethodtoaddressthecomplexissueofprovidingEnglishlanguageskillstononEnglishspeakingstudentsinthepublicschoolsystem;andWHEREAS,thisproposedconstitutionalamendmenteliminatestheconstitutionallyestablishedrightoflocalcontrolgiventoBoardofEducationtoestablishandmaintaineducationalprogramsforitsstudents;andWHEREAS,thefiscalimpactofthisconstitutionalamendmentwillbesignificantifitpassesandtheamendmentprovidesnoadditionalstatefundingforimplementationoftherequirementsoftheamendment;andWHEREAS,itistheopinionoftheBoardofTrusteesoftheTownofEstesParkthattheoppositiontoAmendment31,asexpressedbyParkSchoolDistrictR-3BoardofEducation,shouldbesupportedbytheBoardofTrusteesoftheTownofEstesPark.NOWTHEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKthattheTownofEstesPark,throughtheBoardofTrustees,supportstheParkSchoolDistrictR-3BoardofEducation’soppositiontotheproposedconstitutionalAmendment31(theEnglishLanguageEducationforChildreninPublicSchools),forthereasonssetforthaboveandurgesthevotersoftheTownofEstesParkandtheEstesValleytovotenoonConstitutionalAmendment31.Adoptedthisf’dayof___ _ __ __ _ __ __ ,2002.TOWNOFESTESPARKaea6eATTEST:TownClerk 00
