0RESOLUTION#11-10ARESOLUTIONDECLARINGTOWNSUPPORTOFRECYCLINGANDPRIVATEBUSINESSRECYCLINGEFFORTSWHEREAS,theTownofEstesParkiscommittedtogoodstewardshipoftheenvironment,anadvocateofrecyclingandreuseofmateriaTs,reducingtheamountofwastegoingintolandfills,andpromotingenvironmentallyresponsiblepracticesandefficientuseofresourcesinthecommunity;andWHEREAS,theTownofEstesParkhasactivelyengagedinextensiverecyclingandsustainabilityeffortsformorethan30yearsthroughtheplacementofrecyclingcontainersinthedowntownarea,payingforacommunitywhitepaperrecyclebinatthetransferstation,poweringTownHallandutilitybuildingswith100%windenergy,eliminatingStyrofoamuseinTownHall,addinginsulationandchangingwindows,replacingfluorescenttubebulbs,recyclingwhitepaper,newspaper,bottlesandcans,adoptingthemodelenergycode,providingcommunityChristmastreerecycling,replacingmercuryvaporstreetlights,usingLEDHolidaydecorations,adoptingutilityratestructurestoencourageefficiency,offeringawardwinningleasepurchaseprogramforelectricthermalstorageheaters,recyclingsandusedonwinterroads,donatingCFLsandwatersavingkitstobeinstalledinaffordablehousingunits,partneringwiththeGovernor’sEnergyOfficetoprovidegrantsforwindandsolarenergyandinsulationimprovements,andinstallingmembranesatMarysLakeWaterTreatmentPlantthatconserve99%ofthewatersupplyduringtreatment;andWHEREAS,LarimerCountyacceptsrecyclablematerialsatitsEstesParkwastetransferstation,andcurbsideresidentialrecyclingserviceforglassbottlesandjars,plasticcontainers,aluminumandtincans,newspapers,magazines,catalogs,junkmail,phonebooks,corrugatedcardboard,brownpaperbagsandchiphoardisavailableforEstesValleyresidents;andWHEREAS,residentialandcommercialrecyclingserviceisavailabletoallEstesValleyresidentsandlocalbusinessesthroughprivateenterprise;andWHEREAS,numerousfacilitiesexistthatacceptrecyclablematerialincluding,LarimerCountyRecyclingCenter,LovelandRecyclingCenter,AllensparkRecyclingandDrop-offCenter,LyonsRecyclingandDrop-offCenter,LongmontRecycleandDrop-offCenter,BoulderRecycleandDrop-offCenterandCHaRMacenterforHardtoRecycleMaterials. 00 CaWHEREAS,theTownofEstesParkhasdeterminedthecomplexbusinessofcollecting,processingandtransferringofrecycledmaterialsistheresponsibilityofprivateenterprise,anddoesnotintendtobuildarecyclingfacilityorbuyequipmenttoprocess,ortransferrecyclablematerial.NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKasfollows:1.TheBoardofTrusteesherebycontinuesitssupportoftheTown’sefforttobeactivelyengagedinrecyclingandsustainabilityforallactivitiesofTowngovernment.2.TheBoardofTrusteesherebyfindsthattherearesufficientprivateenterpriseoptionsforcitizensandvisitorstorecyclematerialbyuseoftheprivateenterpriserecyclingoptionsintheEstesValleyandsurroundingcommunities.INTRODUCED,READ,andADOPTEDthis1’Rdayof__S€n€,&a€&2O1O.:*iIAW’&LQ:TnClerkTOWNMayor 00
