00RESOLUTION#08-10ARESOLUTIONOPPOSINGPROPOSITION101ANDAMENDMENTS60AND61WHEREAS,statevoterswillhavetheopportunityattheNovember2statewidegeneralelectiontoprotectthefiscalhealthoflocalgovernmentbydefeatingProposition101,Amendment60,andAmendment61;andWHEREAS,duringthiscurrenteconomicdownturntheTownofEstesParkhasseenreducedsalestaxrevenuecollectionseachyearsince2007andasaresulthaseliminatedseveralpositions,requiredemployeestoabsorbmorework,andforgoneemployeeraisesin2010;WHEREAS,thesemeasuresindividuallyandcollectivelywillsignificantlyfurtherreduceorotherwiserestrictbothstateandlocalrevenuesinanumberofdifferentwaysincludingbutnotlimitedto:specificownershiptaxes,telecommunicationtaxes,stateincometaxes,state-sharedrevenuestoassistmunicipalitieswithlocalstreetandtransitimprovements,otherstategrantsandloanstohelplocalgovernment,andpropertytaxes;andWHEREAS,theabilitytofinancelong-termcapitalimprovementslikewatertreatmentplants,electricinfrastructure,recreationalprojects,fairgroundsprojectsandotherpublicfacilitiesaredramaticallyimpairedbytherestrictionsondebtfinancingasproposedbyAmendment61;andWHEREAS,servicesandprogramsintheTownofEstesParkwillbelimitedorcurtailedbecauseofthenumerousrestrictionsandrevenuereductionsproposedbythesethreemeasuresandWHEREAS,theTownofEstesParkisconcernedabouttheimpactthesethreemeasureswillhaveonourabilitytoworkeffectivelywithotherlocalgovernmentsintheformofintergovernmentalagreementsliketheEstesValleyRecreationandParkDistrict,ParkR-3SchoolDistrict,HospitalDistrict,EstesValleyFireProtectionDistrict,andWHEREAS,anumberofprominentindividuals,newspapers,andorganizationsincludingourownColoradoMunicipalLeaguearevoicingoppositiontothesemeasuresasnotbeinginthebestinterestsofColoradoandoflocalcommunities;andWHEREAS,provisionsofstatelawdoallowtheTownofEstesParktoputforththisresolutionasastatementofoppositiontothemeasuresknownasProposition101,Amendment60,andAmendment61; 00 00NOW,THEREFORE,BEITRESOLVEDTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKopposesProposition101,Amendment60,andAmendment61andurgesourcitizenstovoteagainstallthreeballotmeasures.INTRODUCED,READ,andADOPTEDthis•3dayofIxj>..j,2010.TOWNOFESTESPARKMayorTZClerk 00
