00RESOLUTION#06-11ARESOLUTIONURGINGTHEJOINTCONGRESSIONALREDISTRICTINGCOMMITTEETORECONSIDERKEEPINGTHETOWNOFESTESPARKINTHESAMEU.S.CONGRESSIONALDISTRICTWITHLARIMERCOUNTYWHEREAS,theUnitedStatesHouseofRepresentativesinitiatescongressionalredistrictinginconjunctionwiththedecennialcensus;andWHEREAS,thedecennialcensusdatafor2010requireschangestotheU.S.CongressionalDistrictsinColorado;andWHEREAS,Federallawtoredistrictingrequiresprecisemathematicalequality;andWHEREAS,althoughtheJointRedistrictingCommitteeisstillconsideringmanyoptions,theTownorEstesParkofficialsbelieveEstesParkcouldbesignificantlyimpactedbyanyproposalthatproposeschangestotheU.S.CongressionalDistrictswhichsplitLarimerCounty,andWHEREAS,previouscourtshaveassessedpastredistrictingplansbasedon1)absenceofracialdiscrimination;2)compactnessandcontiguityofdistricts;3)preservationofcountyormunicipalboundaries;and4)preservationofcommunityinterests;andWHEREAS,theproposed2011U.S.CongressionalredistrictingthatsplitsLarimerCountyandremovestheTownofEstesParkfromtherestofLarimerCountydoesadverselyaffectcompactnessandcontiguityofdistricts,preservationofcountyormunicipalboundariesandpreservationofcommunities;andWHEREAS,theTownofEstesPark’scloseworkingrelationshipwithLarimerCounty,theCityofFortCollinsandtheCityofLovelandisreadilyidentifiedinsignificantelementsofthecriminaljusticesystem,medicalresources,openspaceandparksystemsandpositivefinancialimpactsoftourismtoallofthenorthernColoradofrontrange;andWHEREAS,theprojectedgrowthoftheNorthernColoradoFrontRangerequiresintensecontinuousinteractionamongLarimerandWeldCountiestoaddresstheGovernor’seconomicplanninginitiativeandtheEmbraceNorthernColoradoinitiative;andWHEREAS,congressionalredistrictingthatsplitsLarimerCountyinhalfandremovestheTownofEstesParkfromtherestofLarimerCountywouldimpactcontiguityofefforts,deliveryofservices,andhistoricalcommunityinterestscurrentlysharedandenjoyedbythetownsandcitieswithinLarimerCounty. 00 a0NOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADOthattheBoardofTrusteesherebyexpressesitsoppositiontosplittingLarimerCountyinhalfandremovingEstesParkfromtherestofLarimerCountyintheproposed2011U.S.Congressionalredistrictingaspresented.INTRODUCED,READ,ANDPASSEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKonthis26thdayofApril,2011.ATTEST:KDntEuLUTàwnIerkLThQPU41 00IaIV.-.H&i?;t,.,•$:
