00RESOLUTIONNO.16-11ARESOLUTIONTOCONSIDERCOMMENTSFORWESTERNAREAPOWERAUTHORITY’SPROPOSEDTRANSMISSIONLINEFORTHEESTES-FLATIRONREBUILDPROJECTWHEREAS,theTownBoardofTrusteesoftheTownofEstesParkbecameawareofaproposalbytheDepartmentofEnergy’sWesternAreaPowerAdministrationtocommenceanenvironmentalassessmentforitsproposedEstes-FlatironRebuildProject;andWHEREAS,theBoardofTrusteesoftheTownofEstesParkstronglyencouragesandrequeststheDepartmentofEnergyconsideralternativestomitigatethefollowingpotentialnegativeimpactsoftheEstes-FlatironRebuildProjecttothegreaterEstesValley:1)Impactsoftransmissionlinesandtowersandtheireffectonpropertyownersneartheright-of-way;and2)Impactsofthetransmissionlinesandtowersontheruralcharacter,majesticviews,andtheoverallnaturalbeautyofthearea;and3)ImpactstothefocaleconomyintheEstesValleythatemphasizesnaturalattractionsforlodging,retailandrecreationalactivities;and4)ImpactsofthetransmissionlinesandtowerstotheEstesValleyviewsheds,corridorsandaestheticvaluesthatsupportasuccessfulEstesValleyeconomictourismbase;and5)Impactsofnotundergroundingtransmissionlineswhichmayleaveabovegroundtransmissionslinesandtowersvulnerabletoterroristthreats;mayresultintowerfailureandpotentialwildfireissuestoanareaalreadydealingwiththeimpactofbarkbeetleinfestation;andpotentialenvironmentaldamagefromlightningandarcingoftransmissionlines;andWHEREAS,theBoardofTrusteesrecommendsthattheDepartmentofEnergyconsiderthenegativeimpactsoftheproposedproject’sencroachmentintothegreaterEstesValleyPlanningArea;andWHEREAS,theBoardofTrusteesrequeststheDepartmentofEnergyconsidertheimpactsoftheproposedprojecttoanEstesValleylandmarklocatedonU.S.Highway36knownasthe“EstesPark”welcomesignwherevisitorsroutinelyphotographtheirarrivaltoEstesPark;andWHEREAS,theBoardofTrusteesrequeststheDepartmentofEnergyconsiderundergroundingtransmissionlinesnowandinthefuture,specificallytransmissionlinesandtowersalongtheU.S.Highway36causewaywhensuchproiectsarepresented. 00 0oNOW,THEREFORE,BEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK,COLORADO.TheBoardofTrusteesherebyexpressesitsferventrequesttotheDepartmentofEnergytoconsidertheissuespresentedconcerningtheDepartmentofEnergy’sproposedEstes-FlatironRebuildprojectduringthepreparationoftheprojectenvironmentalassessmentreview.INTRODUCED,READ,ANDPASSEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARKonthis-&“dayof________________,2011.TOWNOFESTESPARK,COLORADOATTEST:/r.0C’TjnClerk 00
