RESOLUTION46-19ARESOLUTIONSUPPORTINGTHEGRANTAPPLICATIONFORALOCALPARKSANDOUTDOORRECREATIONGRANTFROMTHESTATEBOARDOFTHEGREATOUTDOORSCOLORADOTRUSTFUNDANDTHECOMPLETIONOFTHETHUMBOPENSPACEWHEREAStheTownBoardoftheTownofEstesPark,ColoradosupportstheGreatOutdoorsColoradograntapplicationfortheThumbOpenSpace.Andifthegrantisawarded,theTownBoardsupportsthecompletionoftheproject;andWHEREAStheTownofEstesParkhasrequested$350,000fromGreatOutdoorsColoradotoacquiretheThumbOpenSpace.NOWTHEREFOREBEITRESOLVEDBYTHEBOARDOFTRUSTEESOFTHETOWNOFESTESPARK:1.TheTownBoardoftheTownofEstesParkstronglysupportstheapplicationandhasreservedmatchingfundsinthe2020budgetforagrantwithGreatOutdoorsColorado.Thesematchingfundswillbeappropriatedforexpenditureifthegrantisawarded.2.Ifthegrantisawarded,theTownBoardoftheTownofEstesParkstronglysupportsthecompletionoftheproject.3.TheTownBoardoftheTownofEstesParkwillauthorizetheexpenditureoffundsnecessarytomeetthetermsandobligationsofanyGrantawarded.4.TheEstesValleyLandTrusthasnegotiatedasalefromthecurrentownertotheTownofEstesParkandthesitewillbeownedbytheTownofEstesPark.5.TheTownBoardoftheTownofEstesParkrecognizesthatastherecipientofaGreatOutdoorsColoradoLocalGovernmentgranttheprojectsitemustprovidereasonablepublicaccess.6.TheTownBoardoftheTownofEstesParkwillensurethemaintenanceoftheThumbOpenSpaceinahigh-qualityconditionandwillappropriatefundsformaintenanceinitsannualbudget.7.Ifthegrantisawarded,theTownBoardwillauthorizetheMayortosignthegrantagreementwithGreatOutdoorsColorado.8.Thisresolutionisinfullforceandeffectfromandafteritspassageandapproval.9.AlltheTown’sfinancialobligationsunderanygrantawardedarecontingentuponappropriation,budgeting,andavailabilityofspecificfundstodischarge thoseobligations.Nothinginthisresolutionoranygrantawardedconstitutesadebt,adirectorindirectmultiplefiscalyearfinancialobligation,apledgeoftheTown’scredit,orapaymentguaranteebytheTown.TheTownAdministratorordesigneeisauthorizedtoexecutealldocumentsnecessarytosubmitsaidgrantapplication.DATEDthis1U’dayofDQCekb-thL2019.TOWNOFTESPARKMayorATTEST:
